Health Meal Officer

About the Role

The Health Meal Officer is responsible for supporting the monitoring, evaluation, accountability, and learning (MEAL) processes within health service programs. This includes developing data collection tools, conducting field monitoring visits, ensuring compliance with donor indicators, and promoting patient rights and ethical practices in data collection. The officer will work closely with health staff, the MEAL team, and project partners to ensure timely and accurate data collection, as well as to foster learning and continuous improvement in health services.

Main Duties and Responsibilities:

Developing Data Collection Tools

  • Assist in the creation and design of monitoring checklists, patient satisfaction surveys, and health activities tracking forms.
  • Ensure data collection tools are aligned with program objectives and donor requirements.

Conducting Field Monitoring Visits

  • Regularly visit health facilities, mobile clinics, and outreach sites to track service delivery and verify the quality of services provided.
  • Ensure that services are being delivered according to the standards and that any discrepancies are identified and reported.

Ensuring Timely and Accurate Data Collection

  • Support health staff in collecting and validating data from different health facilities.
  • Help ensure that data collection processes are efficient, accurate, and timely.

Ensuring Compliance with Donor Indicators

  • Track and monitor performance indicators related to health outcomes, including the number of consultations and maternal health outcomes.
  • Ensure that health services are meeting the requirements set by the donor and that results are properly reported.

Performing Data Validation and Quality Checks

  • Cross-check data against records to identify inconsistencies, missing information, or errors.
  • Recommend corrections or improvements to ensure data quality.

Supporting Real-Time Monitoring Systems

  • Collaborate with digital tools such as KOBO, DHIS2, and Excel-based trackers to support real-time data collection and reporting.
  • Ensure smooth functionality and timely updates to monitoring systems.

Monthly Data Check and Cleaning

  • Perform regular monthly checks on project data, identify any issues, and report discrepancies to Health Information Systems (HIS) or health officers.
  • Ensure that data is clean, accurate, and ready for reporting.

Ensure Timely Reporting and Data Submission

  • Collaborate with the MEAL team to ensure monthly data packages are completed and submitted to partners on time.
  • Provide data quality assurance before submission to ensure compliance with project requirements.

Implementing Complaint and Feedback Mechanisms (CFM)

  • Establish and manage complaint and feedback mechanisms for patients and community members, ensuring safe and confidential ways for individuals to provide input.
  • Ensure timely response to any concerns raised and improve service delivery based on feedback.

Track Semi-Annual Patient Satisfaction Surveys

  • Track the completion and analysis of patient satisfaction surveys, in collaboration with the MEAL team.
  • Identify key areas for improvement based on the survey results.

Analyze CFM Results and Reporting

  • Analyze results from complaints and feedback mechanisms and compile reports for project and MEAL coordinators.
  • Provide recommendations for addressing any emerging trends or concerns.

Promoting Patient Rights and Ethical MEAL Practices

  • Ensure that patient rights are upheld, including obtaining informed consent and ensuring confidentiality during data collection.
  • Promote ethical practices within the MEAL framework and safeguard the integrity of health data.

Organizing Learning Sessions

  • Facilitate learning sessions for health staff to discuss monitoring findings, challenges, and solutions.
  • Support capacity-building activities to enhance understanding of MEAL practices.

Documenting Best Practices and Success Stories

  • Capture and document case studies, best practices, and success stories to share with stakeholders and improve program impact.
  • Prepare reports and visual presentations highlighting key achievements and lessons learned.

Supporting Adaptive Programming

  • Provide insights and recommendations for adapting health service delivery based on monitoring and evaluation data.
  • Ensure continuous improvement by addressing issues identified through MEAL activities.

Training Health and Field Staff

  • Conduct training and capacity-building sessions for health and field staff on MEAL tools, data collection methods, and ethical standards.
  • Promote effective data collection and reporting practices among field teams.

Requirements, Qualifications and Skills:

  • Bachelor’s degree in public health, social sciences, or a related field.
  • At least 2 years of experience in monitoring and evaluation, data collection, or health services.
  • Knowledge of digital data collection tools (e.g., KOBO, DHIS2) is highly desirable.
  • Strong organizational skills and attention to detail.
  • Ability to work independently and collaboratively with diverse teams.
  • Excellent communication and report-writing skills.
  • Experience with health service delivery and patient satisfaction monitoring is a plus.
  • Fluency in English / French

Working Conditions:

  • Regular field visits to health facilities and mobile clinics in remote areas.
  • Occasional evening and weekend work may be required based on project needs.
