Job Overview/Summary:
The Senior Protection Case Management Officer plays a critical role in ensuring the delivery of high-quality, holistic case management, and psychosocial support services across the IRC’s protection response. This includes supporting vulnerable women, girls, boys, men, the elderly, and individuals at heightened risk, including survivors of gender-based violence, child protection concerns, and general protection risks, and contributes to the design and Implementation of safe, survivor-centered, and age-appropriate services delivered through the Women and Girls’ Community Centers (WGCCs), Safe Healing and Learning Spaces (SHLSs), and community-based interventions, both directly by IRC and in collaboration with implementing partners during emergencies.
Key responsibilities (Emergency Response)
- Rapidly identify, register, and follow up on cases of individuals at risk through emergency outreach channels (field visits, hotline, and referrals from partners, NGOs, UN agencies, IRC teams, and community networks), ensuring safe and ethical case management practices.
- Provide immediate technical support and coaching to case workers, PSS facilitators, and enumerators to ensure quality case management and integration of psychosocial support during emergencies and remote response.
- Ensure compliance with CP, GBV, and protection standards by conducting rapid reviews of case files and key documentation (BIA/BID, court reports, referrals, and emergency cash requests), supervising CPIMS/GBVIMS use, conducting case audits, and ensuring secure data management.
- Support the management of complex and high-risk cases through emergency case conferencing, coordination of ECA/RCA referrals, maintenance of updated referral pathways, and collaboration on contingency and response planning.
- Monitor emergency implementation through regular field visits and safety audits in collective shelters, ensuring effective delivery of case management and PSS services, and timely updates of hotline tracking systems.
- Ensure daily reporting of emergency activities; while strengthening team capacity through targeted coaching, staff care support, and PSEA technical guidance to sustain staff well-being during the response.
Activity Planning, Implementation & Coordination (Emergency Response)
- Develop and follow up on emergency work plans to ensure timely delivery of integrated protection activities, including identifying high-risk locations, supporting proper program introduction, and participating in implementation planning and field visits inside and outside collective shelters.
- Provide on-site support to case workers and protection teams during field implementation, ensuring safe identification, appropriate referrals, and quality engagement with affected populations.
- Act as the focal point for CPIMS, GBVIMS, and CommCare referrals in the field, while leading on key emergency functions including case management in emergencies, Psychological First Aid, and Clinical Management of Rape (CMR) coordination, ensuring updated referral pathways and service availability.
- Monitor and report on emergency protection trends, risks, and incidents through regular safety audits, GBV and protection risk assessments, and completion of supervision and MEAL reporting tools, while ensuring consistent communication with technical and management teams, especially for high-risk cases.
- Ensure active participation in emergency coordination mechanisms (including BML-level meetings) and represent the organization in coordination, liaison, and information-sharing with NGOs, UN agencies, site management, and relevant authorities.
- Strengthen inter-program and inter-agency collaboration by supporting referrals, advocating for urgent survivor and IDP needs, and delivering refresher sessions to frontline staff on safe disclosure, identification, and referral pathways.
Job Requirements:
Required
- 3 - 4 years’ minimum previous work experience in a case management supervisory role is mandatory
- 2 years’ previous work experience in team management is a must.
- Academic background in Psychology, Social Science, Social Work, Counseling, or another related field
- Clear understanding of gender inequality.
- The ability to always maintain confidentiality and respect for clients is essential.
- Positive and professional attitude, able to organize, maintain composure, and prioritize work under pressure, work
- overtime when necessary, and be able to coordinate multiple tasks and maintain attention to detail.
- The ability to work as a member of a team is essential, with strong management skills.
- Fluency in Arabic and English.

Key Working Relationships:
Position Reports to: Protection Manager. Position directly supervises: Case Workers.
Position works with: WPE Senior Manager, CP Senior Manager, and PRoL technical team, Senior protection monitoring officer, Capacity Building team, and other Programs team members, and Field Office staff.
Working Environment:
Travel and other requirements: Staff will be based in Beirut, with 85% field visits.
