WeWorld is an independent Italian organization that has been working in international cooperation and humanitarian aid for 50 years. WW has been working in Lebanon since 2006 and is currently supporting vulnerable populations through multi-sectoral emergency responses as well as water governance, livelihood, and local development interventions in Baalbek-Hermel and Akkar governorates. WW interventions aim to increase the populations’ resilience, enhancing the communities’ capacity to find, within its fabric, the skills and resources necessary to grow in a self-sufficient manner. The mission counts more than 50 employees, divided into four offices (Beirut, Zahle, Ain, Kobayat). The main donors of the mission are EU, OCHA, AICS, ECHO and AFD.

Lebanon continues to face a prolonged economic and social crisis, further aggravated by the 2024 hostilities, which severely damaged agricultural land, MSMEs, local infrastructure, and basic services, particularly in South Lebanon and the Bekaa Valley. In response, the Economic Recovery Project, funded by the Agence Française de Développement (AFD), aims to support an inclusive, sustainable, and climate-resilient recovery in conflict-affected areas. Implemented by a consortium led by WeWorld, together with LRI, FJPII, IECD, and The Nawaya Network, the project is structured around three core pillars:

1- Rehabilitating agricultural land, water infrastructure, and ecosystems, and promoting climate-smart, market-oriented agriculture;

2- Improving employability and entrepreneurship opportunities for vulnerable populations—especially women, youth, refugees, and displacement-affected communities—through MSME support, vocational training, and business incubation;

3- Strengthening municipal and national governance capacities for participatory, gender-responsive, and environmentally sensitive recovery planning and basic service delivery.

The position described in this ToR will play a key role in supporting the effective implementation of these objectives in South Lebanon and the Bekaa Valley, in close coordination with local authorities, national institutions, civil society actors, and affected communities. This position is part of the Consortium Management Unit (CMU), the central coordination, quality assurance, and oversight body governing the project. The CMU operates with full neutrality and equal distance from all consortium members, ensuring consistent standards and harmonized implementation across partners. As with the other CMU positions, this role reports through a clear and defined CMU line management structure while collaborating closely with all partner organizations. The postholder supports partners based on agreed procedures and workplans, upholding transparency, accountability, and adherence to the consortium’s governance framework.

Purpose of the role

The MEAL Coordinator is a core member of the Consortium Management Unit (CMU coordinating and managing the Economic Recovery Project, financed by the European Union (EU), AFD, and the Danish Embassy. The Coordinator is responsible for ensuring the coherence, quality, and centralization of monitoring, evaluation, accountability, and learning (MEAL) systems across all consortium partners.

The role ensures that data collection, indicator tracking, and reporting processes are harmonized across partners, and that all evidence feeding into the consortium’s logical framework meets standards of accuracy, timeliness, and quality. Reporting to the Consortium Manager and in close collaboration with WW Regional MEAL Coordinator, the Coordinator provides technical oversight, guidance, and quality assurance to partner MEAL teams. The position leads the Consortium MEAL Working Group (MEAL-WG) and serves as the focal point for centralized MEAL and knowledge management across the consortium.

Main functions and duties

Monitoring and Evaluation

  • Develop and maintain a Consortium MEAL system aligned with the AFD logical framework and partner-level monitoring systems to collect and analyze program performance data for evidence-based decisions.
  • Monitor the progress of MEAL activities at the project level to ensure compliance with partners and AFD standards.
  • Facilitate harmonized use of digital data-collection tools (e.g., Kobo, ODK, Power BI) and shared dashboards.
  • Oversee data analysis and visualization activities to provide evidence-based knowledge that informs programming.
  • Collaborate with partner teams to design and refine key indicators for selected programs.
  • Maintain up-to-date records of MEAL tools and materials in the designated repository.
  • Conduct regular quality reviews of monitoring data to ensure accuracy, completeness, and consistency.
  • Support joint field monitoring visits with partner MEAL staff and program teams to triangulate data and document results.
  • Assist in internal and external evaluations of the project.

Accountability and Learning

  • Assume responsibility for the implementation of and compliance with WeWorld’s Feedback and Complaint Response Mechanism, tools and SOPs.
  • Consolidate feedback trends from all partners and report findings and recommendations to the CMU and Steering Committee.
  • Facilitate learning reviews and ensure lessons learned inform implementation adjustments
  • Develop consortium-level learning products (briefs, case studies, capitalization notes) to disseminate good practices and innovations.
  • Promote and enforce WeWorld’s global policies (Code of Ethics, PSEAH, Child Safeguarding, Data Protection Protocol, etc.).

Knowledge Management& Reporting

  • Capitalize on MEAL-related activities drafting reports, guidelines, presentations, and manuals or organizing capitalization exercises, workshops, and sessions.
  • Develop and maintain a centralized MEAL repository for all partners’ data, reports, and tools.
  • Prepare quarterly MEAL synthesis reports and contribute to interim and final donor reports.
  • Coordinate with partner Communication Officers, through the MEAL focal points, to translate MEAL findings into visibility, learning, and capitalization materials that highlight project achievements and lessons learned.
  • Facilitate annual Learning & Exchange Platform events in coordination with the CMU and partners.

Coordination and Capacity Building

  • Lead and coordinate the MEAL Working Group (MEAL WG), ensuring active participation and accountability among partners.
  • Facilitate communication, coordination and technical support among the MEAL staff at the consortium level to ensure consistency in practices and information sharing.
  • Contribute to capacity-building activities by supporting training for partner staff in MEAL principles and methodologies.
  • Coordinate with MEAL and other departments to align MEAL activities with organizational strategies and goals.
  • Foster collaboration with Implementing Partners and consortia for streamlined MEAL practices.
  • Liaise with the Regional and HQ MEAL teams to ensure adherence to global standards and strategies.

Carry out other related activities as assigned by the line manager as deemed necessary.

Requirements

Essential Requirements

  • An advanced university degree, master or equivalent in the field of Social or Political Science, Development Studies, Economics, Data Science, Information Management, Project Management, or similar.
  • 3-4 years of experience in MEAL/M&E in an emergency/development/protracted crisis context.
  • MEAL principles and current approaches expertise, in humanitarian, development and nexus programs.
  • Previous experience in supervising, mentoring, and managing a team in a cross-cultural setting.
  • Experience with both quantitative and qualitative methods, including survey development, conduct assessments, collect and analyze primary and secondary data.
  • Experience with Mobile Data Collection and related software & language (e.g. OKM, Kobo ToolBox, STATA, SPSS).
  • Experience with proposal and grant development.
  • Fluent in written and spoken [English and Arabic].
  • Good knowledge of Microsoft 365.

Desirable Requirements

  • Previous experience with AFD-funded projects
  • Familiarity with the Lebanese socio-economic context and national data systems.
