The HR Manager will be responsible for the effective management and development of human resources, ensuring HR systems, policies, and procedures are effectively implemented across the organization in compliance with local labor laws and international standards. The HR Manager will support leadership in talent acquisition, staff development, performance management, and fostering a healthy and productive work environment.
Key Responsibilities
1. HR Strategy & Policy Development
- Develop, implement, and monitor HR strategies, policies, and procedures aligned with SPHERE’s strategic objectives.
- Ensure that HR policies are updated, communicated, and in compliance with labor laws and donor requirements.
- Provide strategic advice to senior management on organizational structure, workforce planning, and human resource needs.
2. Recruitment & Onboarding
- Manage the full recruitment cycle (job advertisement, shortlisting, interviewing, reference checks, offer letters).
- Lead and improve onboarding processes for new hires, ensuring smooth integration into the organization.
3. Performance Management & Staff Development
- Oversee and implement a performance appraisal system that promotes development and excellence.
- Design and coordinate staff training and capacity-building plans in collaboration with department heads.
- Facilitate career development initiatives and succession planning.
4. Employee Relations & Wellbeing
- Promote a positive organizational culture grounded in respect, transparency, and accountability.
- Address staff grievances and disciplinary matters in line with policy and legal requirements.
- Champion diversity, inclusion, and gender equity in the workplace.
5. Compensation & Benefits
- Ensure fair and competitive compensation structures, including salary scales, benefits, and allowances.
- Oversee payroll preparation in coordination with Finance and ensure timely salary payments.
- Conduct periodic salary and benefits benchmarking and make recommendations.
6. HR Administration & Systems
- Maintain accurate and confidential HR records (contracts, leave, performance, training, etc.).
- Oversee HR software and systems to ensure proper tracking and documentation.
- Produce regular HR reports for senior management and donors as required.
- Develop and implement HR strategies, policies, and initiatives in conformity with SBT strategies;
- Design a filing and retrieval system to keep track of past and current records;
- Handle the organization day to day activities and manage its workplace upon code of conducts and regulations;
- Handle the payroll system and NSSF registrations;
- Knowing of the new update NSSF Government information.
- Monitor the performance of employees and assist in annual performance evaluations;
- Provide professional support to all team members to support their career development journey; and
- Handle disciplinary misconducts and take the necessary actions.
- Implement HR strategies and initiatives aligned with the overall project with Legal Advisor and Auditor
- • Work closely with the Legal Consultant, Finance Manager, Communication Officer and Project Manager
7. Legal Compliance & Risk Management
- Ensure full compliance with local labor laws and social security requirements.
- Manage HR audits and support internal/external evaluations.
- Mitigate HR risks and maintain ethical standards in all personnel matters.

• Bachelor’s degree in Human Resources Management, Business Administration, Organizational Development, or related field.
• Master’s degree or relevant certifications.
Experience:
• Minimum of 3 years of progressive HR management experience, preferably with an NGO.
• Proven experience in HR strategy development, policy formulation, and implementation.
• Familiarity with Lebanese labor law and HR best practices in the humanitarian/development sector.
Skills and Competencies:
• Strong leadership and interpersonal skills.
• High integrity, confidentiality, and professionalism.
• Excellent communication skills in Arabic and English (written and spoken); French is a plus.
• Proficiency in HRIS and Microsoft Office Suite.
• Basic knowledge of Labor Law and NSSF/Income tax.
