Program Manager (department National tuberculosis and AIDS program)

Core Duties & Responsibilities

The appointed TB/HIV Program Manager shall help provide high-level oversight, coordination, and facilitation to the following functions. This shall be done in close coordination and coordination with relevant ministry departments, partners, and official entities.

Develop and update national TB/HIV strategies tailored to fragile and crisis-affected contexts.

Risk mitigation, contingency planning, and emergency health responses in relation to patients with TB/HIV.

Ensure integration of TB/HIV services into humanitarian health interventions.

Oversee nationwide implementation of TB/HIV programs, with emphasis on refugee camps, informal settlements, and border areas.

Coordinate with humanitarian agencies to deliver services in displacement settings.

Facilitate collaboration with other Ministry departments (e.g., primary health care, maternal health, surveillance unit, laboratories).

Strengthen surveillance systems to detect TB/HIV cases among displaced and mobile populations.

Use data to identify gaps and propose corrective measures in crisis-affected areas.

Represent the Ministry in humanitarian coordination platforms and global health forums.

Build partnerships with UN agencies, donors, NGOs, and civil society to sustain TB/HIV services.

Promote community engagement to reduce stigma and improve service uptake among refugees and migrants.

Oversee allocation of scarce resources to maximize impact in high-risk populations.

Ensure transparent procurement and distribution of medicines, diagnostics, and supplies.

Mobilize external funding and technical assistance to fill gaps created by the economic crisis.

Ensure partners and health professionals compliance with national TB/HIV guidelines and reporting standards.

Ensuring adherence to international obligations under WHO, UNAIDS, and humanitarian health framework.

Expected Outputs

Support the revision of national guidelines and protocols for TB/HIV prevention, diagnosis, treatment, and care

Annual program performance reports

Annual program work plan.

Updated contingency plan according to the emerged situation.

Evidence-based recommendations for policy and program improvement.

Strengthened and expanded TB/HIV service integration across the program facilities.

Monthly report pertaining to the above activities and attendance schedule

Required Qualifications
Degree in Medicine.
Minimum 10 years of experience in TB/HIV program management, with at least 5 years in fragile or humanitarian settings.
Proven leadership in policy development, resource mobilization, and stakeholder coordination.
Experience working with displaced populations, refugees, and migrants in crisis contexts.
Reporting & Supervision
This selected staff shall report to the Department of Preventive Medicine Diseases Department at the Ministry of Public Health.
