RDFL_External Auditor CALL

2. Objective of the Assignment

The objective of this assignment is to:

Conduct final project audits in line with donor requirements and international auditing standards

Ensure that financial reports are accurate, eligible, and compliant

Provide audited financial statements and reports required by donors

3. Scope of Work

The external auditor will:

Review all financial records, supporting documents, and accounting systems for each project

Ensure expenditures are:

In line with approved budgets

Eligible according to donor rules

Properly documented and justified

Verify compliance with:

Donor agreements and guidelines

RDFL internal financial and procurement policies

Applicable laws and regulations

Assess internal control systems and identify risks or gaps

Ensure that financial reporting aligns with donor formats and deliverables

Conduct the audit in accordance with International Standards on Auditing (ISA)

4. Deliverables

The auditor must provide deliverables that are fully aligned with donor requirements, including:

Draft Audit Report for review

Final Audit Report, including:

Auditor’s opinion

Audited financial statements

Detailed findings and observations

Management Letter highlighting:

Weaknesses

Risks

Recommendations

Any additional donor-specific templates or reports, if required

All deliverables must:

Meet donor submission standards and deadlines

Be clear, accurate, and professionally presented

5. Duration and Timing

The audit will be conducted at the end of each project, in accordance with donor timelines and reporting deadlines.

6. Qualifications and Experience

The auditor/firm should have:

Demonstrated experience in auditing NGOs and donor-funded projects

Strong knowledge of donor compliance requirements (e.g., UN, EU, international NGOs)

Professional certification (CPA, ACCA, or equivalent)

Minimum 3–5 years of relevant experience

Proven ability to deliver donor-compliant audit reports

OFFICAL REGISTRATION PAPERS 

7. Reporting and Coordination

The auditor will:

Report to RDFL Management / Finance Department

Coordinate closely with RDFL staff to access all required documentation

Ensure smooth communication to meet tight donor reporting deadlines

* Budget

The total budget of the projects to be audited is estimated to range between:

USD 40,000 and USD 45,000 per project

The financial proposal submitted by the auditor should be:

Competitive and reasonable in relation to the project size

Inclusive of all costs (professional fees, taxes, transportation, etc.)

Clearly indicating the cost per audit / per project
