Terms of Reference (ToR): Governance & Institutional Relations Trainer
1. Background
Municipalities in Lebanon, particularly the Municipality of Tripoli, face complex governance challenges due to the dual nature of local autonomy and central "tutelage" (oversight). As senior board members navigate a shifting economic and political landscape in 2026, there is a critical need to strengthen their understanding of legal frameworks, administrative powers, and the strategic management of relations with central ministries.
2. Objective
The objective of this consultancy is to design and deliver a 4-day intensive workshop for senior municipality board members in Tripoli. The training aims to:
- Clarify the legal roles, duties, and executive powers of board members under Lebanese Law.
- Optimize the administrative and financial relationship with the Ministry of Interior and Municipalities (MoIM) and the Independent Municipal Fund.
- Strengthen internal governance, transparency, and decision-making processes.
3. Scope of Work
The trainer will be responsible for the following:
- Needs Assessment: Brief consultation with the municipality to tailor the content to current Tripoli-specific challenges (e.g., waste management, infrastructure, or recent legislative changes).
- Training Modules: Develop four distinct modules (see Section 4).
- Delivery: Facilitate a 4-day in-person workshop in Tripoli using interactive methods (case studies, simulations, and Q&A).
- Reporting: Provide a final report summarizing participant progress and recommendations for future institutional reforms.
4. Deliverables
- Workshop Agenda & Training Manual: To be submitted 5 days prior to start.
- Pre- and Post-Training Evaluations: To measure the knowledge gap and learning outcomes.
- Final Consultancy Report: Including a "Governance Roadmap" for the Tripoli Board.
5. Qualifications
- Education: Advanced degree in Law, Public Administration, Political Science, or a related field.
- Experience: Minimum 10 years of experience in local governance, specifically within the Lebanese legal context.
- Language: Fluency in Arabic (required for training) and English/French (for reporting).
- Soft Skills: Proven ability to engage with high-level political and community leaders.
