Zahle WW-GVC office (with regular field visits to Areas of Interventions)
Job description:
WeWorld-GVC has been working in Lebanon since 2006 and is now supporting vulnerable populations through WASH, Shelter, Food Safety and Basic Assistance interventions aiming at increasing the resilience of the internally displaced population and of concerned communities, in Bekaa and Akkar.
The Field Officer will support the delivery of rapid, high-quality, and accountable WaSH services in line with humanitarian standards. He will be responsible for the day-to-day implementation and supervision of field-level WaSH emergency activities, ensuring timely, efficient, and quality delivery in accordance with project objectives, donor requirements, and international standards such as Sphere.
Implementation and Monitoring:
- Support the implementation of emergency WaSH activities including:
- Water supply systems (rehabilitation, chlorination, water trucking)
- Sanitation facilities (latrines, desludging, drainage)
- Hygiene kits distribution and Hygiene promotion campaigns
- Conduct rapid needs assessments and technical site assessments.
- Ensure activities are implemented according to approved BoQs, designs, and timelines.
- Supervise contractors and service providers, skilled and unskilled labour on-site.
- Monitor construction/rehabilitation works to ensure compliance with technical specifications.
- Support preparation of technical documents including BoQs, drawings, and scope of work.
- Ensure water quality monitoring (chlorination levels, testing, etc.).
- Identify and troubleshoot technical issues during implementation.
Communication & Reporting:
- Liaise with local authorities, water establishments, WaSH sector coordinators and community representatives.
- Support community mobilization and hygiene awareness sessions.
- Ensure accountability to affected populations (AAP) through feedback mechanisms.
- Maintain accurate field records (daily logs, activity tracking, distribution lists).
- Prepare weekly and monthly progress reports.
- Contribute to post-distribution monitoring (PDM) and impact assessments.
- Document success stories, lessons learned, and challenges.
Coordination:
- Coordinate with other sectors (Shelter, Protection, Health) for integrated responses.
- Attend field-level coordination meetings when required.
- Ensure alignment with cluster strategies and guidelines.
Compliance and Accountability:
- Ensure adherence to SOPs, organizational policies and donor regulations
- Promote safe working environments (Health, Safety and Security procedures) at all sites.
- Support the integration and promotion of Accountability to Affected Populations (AAP), including Feedback, Complaint and Response Mechanisms (FCRM).
ESSENTIAL REQUIREMENTS:
Qualifications and Knowledge:
- A bachelor’s degree in the field of Civil, Mechanical or Environmental.
- 5-7 years of relevant experience in WaSH during humanitarian emergency contexts.
- Strong background in:
- Water systems rehabilitation
- Sanitation infrastructure
- Hygiene promotion in emergencies
- Fluent in written and spoken English and Arabic
Professional experience:
- Familiarity with Sphere Standards and humanitarian principles.
- Experience in preparing and reviewing BoQs and technical drawings.
- Knowledge of water quality testing and treatment methods.
- Proficiency in MS Office (Excel, Word); Kobo survey tool is an asset.
- Previous work experience with international NGOs.

- Good communication skills, in written and spoken, adapted to different levels;
- Ability to identify, initiate, and maintain good relationships with local communities and authorities;
- Proven organizational skills and ability to effectively manage tasks and perform under stressful conditions;
- Capacity to work autonomously and in problem prevention/resolution;
- Integrity in line with the NGO values and ethical standards;
- Team-oriented, cultural, gender, religion, and age sensitivity and adaptability;
- Strong commitment to the humanitarian principles, FCRMs, and AAP way of working.
