Community Based Protection Officer - South - Tyr

Description: 

Amel Association International (Amel) is a Lebanese and non-sectarian NGO created in 1979. Amel works through 32 centers, 6 mobile medical units, 2 mobile education units and 1 protection unit, and for more than 40 years has supported the poorest regions of Lebanon, from Beirut and its South Suburbs to Mount Lebanon, Bekaa and South Lebanon. Amel offers accessible services for all in the following fields: food security, health, education, protection, child protection, gender-based violence, livelihood, promotion and protection of human rights, rural development.

Main Duties & Responsibilities:

Strengthening protection

  • Support in identifying capacity-building needs of protection staff assessing their knowledge and skills and accordingly providing learning opportunities through training, workshops, simulation exercises, and on job mentoring
  • Provide technical guidance and support to protection staff, ensuring quality in the implementation of activities and services as well as the adherence to protection standards
  • Guide Social Workers and Community Volunteers in the planning and implementation of participatory community activities, awareness sessions, and campaigns and in the general communication with communities
  • Collect protection trends across Amel’s targeted areas on a monthly basis and report to Program Coordinator
  • Support the Protection Program Coordinator in developing and/or updating protection tools and training material in order to meet project requirement
  • Support the Protection Program Coordinator in developing required donor reports, providing relevant insights on protection related issues
  • Support the Protection Program Coordinator in protection mainstreaming across the other sectors
  • Proactively participate in relevant coordination meetings, as requested by the supervisor.

Monitoring & Reporting:

  • Manage and supervise a team of protection social workers 
  • Ensure quality reporting on achievements through daily short briefings, monthly and weekly planning presented against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities
  • Contribute to the drafting of internal/external reports (weekly/monthly and quarterly).
  • Elaborate on trends and protection situation analysis to feed into monthly or quarterly reports
  • Maintain regular and positive collaboration with the colleagues to harmonize approaches and methodologies of response, share challenges and best practices and ensure that protection is mainstreamed into the other sectors of intervention.

Area Coordination:

  • Ensure a permanent monitoring of projects’ teams’ activities.
  • Support the social workers through the development of a technically sound (monthly & weekly) work plan consistent with the goals and objectives of the project
  • Organize weekly/monthly meetings to plan activities with the projects’ teams.
  • Ensure timely and quality implementation of the work plan, in coordination with field teams.
  • Ensure smooth communication and coordination between the projects’ teams.
  • Strengthen coordination among the projects’ teams, ensuring that there is a comprehensive link and mainstream between the different project components.
  • Provide objective feedback with regards to staff performance (evaluate performance and delivery against job descriptions), expectations and areas for growth and professional development.
  • Ensure the team in the respective area are working effectively together, mitigate in case of tensions and conflict and report immediately on HR related issues
  • Maintain good working relations with key actors amongst the refugees from Syria and Lebanese host community local authorities.

Coordination & Representation:

  • Develop and maintain effective working relationships with stakeholders including partner agencies, community leaders and service providers in the target areas for prompt referral, follow up and information sharing.
  • Participate in relevant interagency protection meetings and other donor meetings related to protection
  • Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services.
  • Manage and join field staff (minimum once a week) in monitoring protection issues affecting refugees from Syria and Lebanese host population and in monitoring CBP activities as PSS & LS.
  • Participate in Donor coordination, working groups, and also bi-lateral coordination meetings with organizations (local and international) when required.
  • Provide written feedback about protection incidents, issues and aid-related community-conflicts to the Donor partner.
  • Build the capacity of local actors and key community members (such as the women / adult / youth community groups) on key protection issues, concerns and trends.
  • Set-up a capacity building Programme, with clear timeline, steps to be undertaken and goals to be reached to capacitate protection staff.

Qualifications, Skills and Requirements: 

  • Bachelor’s degree in a relevant field or discipline.
  • Previous experience in Protection (required).
  • At least 2 years’ experience in team management, excellent team spirit (required). 
  • Excellent communication skills, including conflict resolution skills
  • Demonstrated experience in delivering trainings
  • Good organizational skills
  • Notable knowledge of actors involved in Beirut, Mount Lebanon, and South - Bekaa is a plus
  • Fluency in English 
  • Fluency in Arabic
  • Knowledge in CP/ GBV is a plus 
  • Knowledge in data collection tools
  • Strong organizational skills
  • Strong interpersonal skill and communication skills
  • Good knowledge of Microsoft Word and Excel
