Development of a Preliminary Management Plan for the Damour Estuary Marine Protected Area (MPA)

IndyACT is inviting proposals from qualified consultants or consulting teams to develop a preliminary management plan for the Damour Estuary Marine Protected Area (MPA) in Lebanon.

The consultancy will adopt a participatory and ecosystem-based approach, combining scientific assessment with stakeholder engagement. The assignment will be implemented over three phases:

(1) planning and inception,

(2) socioeconomic assessment and stakeholder consultations, and

(3) formulation of the management plan.

The selected consultant will be responsible for:

• Conducting stakeholder mapping and consultations
• Assessing ecological, socioeconomic, and governance aspects
• Identifying threats, ecosystem services, and current uses
• Developing zoning and management measures
• Proposing governance and institutional arrangements
• Delivering a comprehensive management plan including a 3-year action plan

Deliverables include:

• Inception Report (Month 1)
• Draft Management Plan (Month 4)
• Final Management Plan (Month 6)
