Project Manager

I. The Project Manager will lead the implementation of IOCC’s activities under a UNHCR-funded protection consortium in North Lebanon and Akkar. As a sub-partner within the consortium, the Project Manager will ensure the effective, timely, and compliant delivery of interventions targeting refugees and internally displaced persons (IDPs), in close coordination with the lead agency and partner organizations.

The project focuses on the provision of integrated protection services, with focus on case management for Persons with Specific Needs (PwSN) and Emergency Protection Cash Assistance (EPCA). The role requires strong coordination, operational management, and compliance oversight to ensure high-quality service delivery aligned with UNHCR standards and consortium requirements.


II.       Responsibilities and Essential Functions

1. Project Management & Delivery

  • Lead the day-to-day management and implementation of project activities in North and Akkar, ensuring delivery against approved workplans, targets, and timelines.
  • Develop, regularly update, and actively manage a detailed project implementation plan, including activity tracking and risk mitigation measures.
  • Ensure full compliance with the approved proposal, budget, and donor requirements throughout the project lifecycle.
  • Proactively identify delays, risks, and bottlenecks, and implement corrective actions in coordination with relevant stakeholders.

2. Consortium & Stakeholder Coordination

  • Serve as the primary focal point between IOCC and the consortium lead agency, ensuring timely communication, alignment, and submission of deliverables.
  • Coordinate closely with consortium partners to ensure coherence, complementarity, and adherence to agreed standards.
  • Contribute to consortium-level planning, reporting, and review meetings, representing IOCC’s implementation progress and constraints.
  • Maintain effective communication with the donor as required, ensuring transparency and responsiveness to requests and feedback.

3. Program Quality & Technical Oversight

  • Oversee the quality and effectiveness of Protection and Cash activities, ensuring alignment with sector standards and best practices.
  • Provide strategic guidance to senior staff on implementation approaches, particularly regarding Persons with Specific Needs (PwSN).
  • Ensure that monitoring data is regularly collected, reviewed, and used to inform program adjustments and improve impact.
  • Conduct regular field visits to monitor implementation quality, verify outputs, and support field teams.

4. Financial & Compliance Management

  • Monitor project expenditures against the approved budget, ensuring cost-efficiency and compliance with donor and IOCC regulations.
  • Work closely with finance to ensure accurate forecasting, cash flow planning, and timely financial reporting to the lead agency.
  • Ensure all project documentation (financial, procurement, and programmatic) is complete, accurate, audit-ready, and properly archived.

5. Logistics & Procurement Coordination

  • Oversee project-related procurement and logistics processes in coordination with Support Services, ensuring timely delivery of goods and services.
  • Ensure all procurement processes are compliant with IOCC and donor regulations, including proper documentation and tender procedures.

6. Team Leadership & Management

  • Lead, supervise, and support the project team, including senior staff, ensuring clear roles, accountability, and performance management.
  • Facilitate regular team and senior staff meetings to review progress, address challenges, and align priorities.
  • Identify capacity gaps and organize targeted trainings and on-the-job support as needed.

7. Reporting & Communication

  • Oversee the preparation and timely submission of high-quality internal and external reports (weekly, periodic, and final).
  • Ensure accurate and timely reporting to the consortium lead agency in line with agreed formats and deadlines.
  • Maintain regular communication with the Country Representative, including escalation of key risks and challenges.

8. Security & Risk Management

  • Together with the Safety and Security Focal Point, monitor the security context in North and Akkar and ensure appropriate communication and coordination with field teams.
  • Ensure project activities are implemented in line with security protocols and adapt plans as needed.

9. Business Development Support

  • Contribute to the development of concept notes and proposals, including budget inputs, in coordination with the program and grants teams.

III.     Qualifications

Knowledge, skills and abilities:

  • Strong project management and team leadership skills, with the ability to manage multi-component projects under tight timelines.
  • Demonstrated problem-solving and decision-making skills in complex and fast-paced humanitarian settings.
  • Excellent organizational and planning skills, with the ability to prioritize tasks and manage competing demands effectively.
  • Strong communication and interpersonal skills, with the ability to coordinate effectively with consortium partners, donors, and internal teams.
  • Proven ability to represent the organization in coordination forums and maintain constructive working relationships with diverse stakeholders.
  • Good report writing skills, with the ability to produce clear, concise, and high-quality narrative reports in line with donor requirements.
  • Familiarity with proposal development processes is an asset.
  • Good knowledge of Protection principles and standards, including case management approaches for Persons with Specific Needs (PwSN).
  • Understanding of key humanitarian standards and guidelines (e.g., protection mainstreaming, accountability to affected populations).
  • Familiarity with Emergency Protection Cash Assistance (EPCA) and/or cash-based interventions is a strong asset.
  • Sound understanding of procurement, logistics, and supply chain processes within humanitarian operations.
  • Strong attention to compliance and documentation requirements.
  • Ability to work under pressure, meet deadlines, and maintain quality in a demanding operational environment.
  • Ability to work both independently and as part of a team, with a proactive and solution-oriented approach.
  • Demonstrated ability to coach, support, and build the capacity of team members.
  • Willingness and ability to conduct regular field visits in North Lebanon and Akkar.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
  • Fluency in written and spoken Arabic and English is required; French is an asset.

Experience:

  • At least 4 years work experience in a project management position, preferably in an NGO/humanitarian field setting.
  • Previous experience in Protection and Cash Assistance program implementation for vulnerable communities and refugees is an advantage.

 

IV. Working Conditions

Stationed in the North - Mina office with frequent visits to the field.

The candidate should have a driving license and a car.
