Health Delegate (Saida) - Nurse/midwife, or strong health background

Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

In Lebanon, the Syrian crisis continues to generate political, social and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.  

 

Position Title: Health Delegate

Background: Nurse/midwife, or strong health background

 

Under the supervision of the Health and Nutrition  Head of Project (HoP), the Health Delegate will  serve as the main AAH focal point with hospitals, leading health activities related emergency services, pediatric acute  lifesaving care, wasting,  Sexual and Reproductive Health (SRH), overseeing nutrition activities at the community level, supervising CHOWs to build their counselling capacities, and following up on their daily activities. The Health Delegate will ensure that all activities and approaches are consistent and relevant to achieving the program objectives.

 

 

Objective 1: Ensure timely and quality implementation of health activities (50%)

  1. Lead the implementation process of the tracking system for referrals between community, PHCCs, PSUs, and hospitals
  2. Monitor AAH activities in the supported hospitals through daily field visits for data collection, feedback, assessments, and follow up on health services.
  3. Monitor the implementation of Health program according to the program workplan and logical frameworks that meet the contractual agreements and the quality standards of Action Against Hunger
  4. Participate in lessons learnt sessions to address challenges, capitalize good practices and highlight success stories taking into account the expectations of the community and the primary health care workers;
  5. Participate in establishing/improving the referral system for secondary and specialized services to ensure timely referrals for emergency care. 

 

Objective 2: Capacity Building for Community Health Outreach Workers - CHOWs (15%)

  1. Lead the recruitment for CHOWs in close coordination with HoP and HR department
  2. Train the CHOWs on Nutrition- Health curriculum and improve their capacity
  3. Train the CHOWs on the vulnerability assessment to prioritize the high risk and vulnerable pregnant women
  4. Supervise the CHOWs while conducting the nutrition activities to ensure proper implementation
  5. Evaluate the CHOWs work and prepare an improvement plan once needed.

 

Objective 3: Support the nutrition activities targeting pregnant women, children under 5 years, and their caregivers (10%) 

  1. Support the IYCF-ECD counselling for pregnant women and caregivers of children aged 0–23 months
  2. Develop the capacity-building plan for CHOWs to enable them to provide IYCF counselling
  3. Support in the distribution of BMS kits and nutrition supplements
  4. Develop IEC materials related to the nutrition activities

 

Objective 4: Quality monitoring of the activities, needs analysis and adapting approaches, accountability (15%)

  1. Ensure that the activities and approaches are consistent and relevant to reach programme objectives, and report to the line manager any deviation
  2. Maintain a beneficiary database/data collection with the line manager
  3. Ensure proper quality monitoring of the interventions, including collaboration with MEAL Department

 

Objective 5: Reporting and archiving (10%)

  1. Using Activity info, or other chosen tool, compile beneficiary information and other appropriate data collected for reporting purposes. Store hard and soft copies, follow Action Against Hunger internal archiving guidance and following donor requirements.
  2. Provide verbal and written reports, on a daily and weekly basis, on conducted activities, including type of support provided, targets reached, progress at work, follow-ups conducted, referrals made, challenges faced, lessons learned and needs
  3. Ensure proper, accurate and timely archiving of all the means of verification of the project and other technical project documentation (soft and hard copies)
  4. Ensure proper documentation of challenges, lessons learned and best practices

 

Objective 6: Security

  1. Respect the security rules specified in the mission and base security plan and comply with the security plan and perform the security management tasks that can be assigned in its protocols.
  2. Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 7: Support humanitarian activities of Action Against Hunger

  1. Support the emergency interventions of the organization as per the employee’s abilities
  2. Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities
  3. Promote gender equality within the humanitarian and/or development work
  4. Attend meetings and trainings as needed

 

Objective 8: Gender & Safeguarding (cross-cutting)

  1. Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
  2. Knowledge and compliance with safeguarding policy.
  3. Promote gender equality within the humanitarian and/or development work

 

 

Training/ Education: BS/MSc. in nursing, midwifery, or related medical/health background

 

Technical specific knowledge:

  • Preferable to have 2+ years of experience in maternity department/ SRH / experience with pregnant women/ strong experience in nutrition

 

Previous experience:

  • Experience at maternity, SRH, nutrition, CHOWs management
  • NGO experience is a plus, experience in working with Syrian refugees, vulnerable Lebanese and other refugees is desirable

 

Personal requirements:

  • Ability to work in a team
  • Ability to manage stress effectively
  • Ability to manage time and priorities well
  • Clear communicator with excellent interpersonal skills
  • Ability to work with a degree of autonomy on set tasks

 

Languages: Fluent Arabic, Fluency in written and spoken English.

 

IT and specific systems: Microsoft Word, Excel, PowerPoint, etc.

 

Mobility (national/ international): National - Currently in Saida or nearby area

 

Duty Station: The duty station is officially in Tyre office, from Monday to Friday.

However, due to the current emergency, an office has been established in Saida, and the current duty station will be Saida until operations return to Tyre.
