Associate Specialist, Public Health Field Site - Lebanon - Akkar Area

JOB SUMMARY 

The primary responsibility of the position is to support the effective implementation of quality health programming in IMC-supported health centers in Lebanon. The Associate Specialist, Public Health Field Site will oversee the overall program implementation and will supervise service delivery at supported primary health care centers, in accordance with best health practices, Ministry of Public Health (MoPH) guidelines and IMC program requirements. The position will ensure implementation of PHCC standardized policies and procedures, quality standards, community outreach health and people with disabilities (PwDs)-related activities.

MAIN TASKS AND RESPONSIBILITIES

Monitoring Program Implementation and Health Service Delivery

Conduct regular field visits to monitor implementation of IMC program activities in supported facilities, ensuring compliance with IMC program requirements and MoPH service delivery guidance. The field activities include but are not limited to, oversight of vaccination, mother and child health, OB/GYN, communicable diseases, and non-noncommunicable disease (NCD) services.

Ensure compliance with MoPH policies and procedures.

Identify service gaps and develop action plans in coordination with PHCC staff, and IMC field team members.

Deliver and evaluate in-house capacity-building activities for facility staff, reporting effectiveness and making recommendations.

Monitor provision of assistive devices and/or NFIs at PHCCs 

Ensure proper information flows from relevant health and protection sectors to PHCC staff.

Quality Assurance

Conduct quality assurance audits, ensuring completion of quality compliance checklists and patient file monitoring.

Support PHCCs in their accreditation activities, when needed.

Implement tracer activities (monitoring patient and service flow), interviews, and other assessment tools. 

Coordinate mapping of health, social, and referral services to enhance holistic care. 

Track performance against quality improvement indicators and manage the quality-based incentive process.

Monitor quality services in contracted diagnostic centers and report challenges. 

Develop plans to improve service quality  in coordination with health facilities and MoPH.

Surveillance and Emergency Response

Monitor weekly EWARN submissions from PHCCs, report findings, and support outbreak response.

Identify and report community outbreaks and public health concerns through surveillance tools.

Implement emergency health responses as needed.

Monitoring of Community Health Program 

Coordinate with health management team to adapt interventions and services at facility level based on various findings from facilities and communities.

Supervise, mentor, and build capacity of PHCC community health workers, developing schedules, training plans, and reporting tools.

Track appropriate non-food items distribution based on the needs of the community.

Monitoring of PWD Service Implementation 

Act as focal point for monitoring of provision of assistive devices and referral to rehabilitation therapy for PwD in coordination with IMC medical advisors and PHCC staff.

Follow up on referrals, service provision, and progress towards self-sufficiency.

Monitor and ensure quality, accurate data entry related to PwD services.

Reporting, Documentation and Data Management

Develop and submit monthly, weekly, and ad hoc reports.

Track indicators from various activities against set targets, as coordinated with health management team.

Assist with case studies, success stories, and materials for the communications department.

Coordination

Coordinate closely with the health program support team to ensure all proper documents are available for payments at the supported facility.

Coordinate with field health team to monitor medication and vaccines stock outs, health benefits packages implementation and identify supply and equipment needs.

Coordinate with the finance team for administrative and financial procedures, when needed. 

Prepare PHCC fact sheets for donor visits.

Participate in joint visits to PHCCs with MoPH PHC Coordinators and other IMC departments and partners, based on need.

Job Requirements

MINIMUM QUALIFICATIONS

Typically, a bachelor’s degree in nursing, public health, midwifery, nutrition, or equivalent combination of relevant education and experience may be substituted as appropriate.

Typically, 5+ years of relevant experience in public health in Lebanon.

Knowledge in Primary Health care and NGO experience preferred.

Excellent communication skills.

Able to work within a team.

Flexible and creative.

Able to take initiative within a defined framework.

Microsoft office skills. 

Languages: Fluent in Arabic and English.
