Emergency Supervisor (Saida)

DESCRIPTION OF THE POSITION

General objective:

Under the supervision of the Field Coordinator and with technical support from the Emergency Program Coordinator, the Emergency Supervisor is responsible for planning, organizing, supervising, and monitoring multisectoral field activities, excluding technically specialized shelter interventions managed by the Shelter Supervisor.

The role ensures that assistance is delivered efficiently, transparently, and in compliance with organizational procedures and humanitarian standards.

The Emergency Supervisor plays a key role in operational coordination, team management, and ensuring accountability to affected populations across sectors.

 

Key Responsibilities

1. Planning & Preparation of Multisectoral Activities

Develop weekly and daily work plans for all activities under their supervision and obtain approval from the Field Coordinator, whilst ensuring coordination with the Emergency Program Coordinator for technical questions.

•             Anticipation and plan:

  • Human Resource needs (field teams, daily workers)
  • Materials and tools (e.g., NFI kits, hygiene kits, operational supplies)
  • Administrative procedures and documentation
  • Logistics requirements (transport, storage, communication tools)

•             Participate in needs assessments, beneficiary targeting, registration, and verification processes.

•             Coordinate planning with the Shelter Supervisor to ensure complementarity and avoid duplication.

•             Ensure all activities align with organizational standards and timelines.

2. Implementation & Field Supervision

•             Lead and oversee implementation of field activities such as:

  • General distributions (NFI, in-kind, or cash support if applicable)
  • WASH-related activities (e.g., hygiene promotion, kit distribution)
  • Support to emergency response interventions

•             Ensure proper organization of field sites, including crowd control and workflow management.

•             Supervise teams and daily workers through:

  • Tasks delegation
  • On-site guidance and troubleshooting

•             Ensure activities are conducted fairly, safely, and transparently.

•             Verify that beneficiaries receive the correct assistance/services.

•             Monitor adherence to SOPs, quality standards, and protection principles (Do No Harm, inclusion, PSEA).

•             Ensure compliance with safety and security protocols.

 

3. Team Management & Capacity Building

•             Recruit and manage daily workers in coordination with HR/admin procedures.

•             Train team members and workers on:

  • Distribution and field activity procedures
  • Code of conduct, PSEA, and accountability principles
  • Proper use of tools and equipment

•             Supervise team performance and provide regular feedback.

•             Promote coordination and collaboration across sector teams.

 

4. Logistics & Resource Management

•             Coordinate closely with logistics to ensure timely availability of materials for all multisectoral activities.

•             Monitor the quality and quantity of items distributed or used.

•             Ensure proper storage, handling, and tracking of materials.

•             Track resource utilization using monitoring tools.

•             Ensure all materials and equipment are accounted for after activities.

•             Drafting and submitting PLs for all procurements needed for activities.

 

5. Financial Management

•             Anticipate and plan upcoming programmatic expenses.

•             Maintain basic budget follow-up within the shared budget tool

 

6. Reporting, Communication & Accountability

•             Ensure accurate data collection, validation, and proper archiving of records.

•             Prepare and submit regular activity reports with key data and updates.

•             Report progress, operational challenges, and security concerns to the Field Coordinator.

•             Liaise with the Emergency Coordinator for technical guidance when needed.

•             Coordinate closely with the Shelter Supervisor.

•             Coordinate with sub-national sector leads and ensure SI obtains all needed sectoral validation before implementing activities.

•             Act as a focal point with communities and local authorities.

•             Collect and escalate feedback and complaints through accountability mechanisms.

•             Ensure Accountability to Affected Populations (AAP) is integrated into all activities.

PROFILE NEEDED

Studies: Bachelors in a relevant field to humanitarian, social, or operational work

Experience: 3–5 years in NGOs or humanitarian work

Language: Proficient in English and Arabic

IT: Good knowledge in MS Office

Qualification: Team management and emergency response exposure

SI WILL OFFER YOU

A salaried post: 1,615 USD as basic salary

Vacation: 1.75 paid leave per month
