Oxfam is a global movement of people, working together to end the injustice of poverty. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and women’s rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men.
Oxfam is seeking a certified and officially registered laboratory to conduct water quality testing, including chemical and microbiological analyses, for water filter systems, water pumping stations, and water trucking services.
- The laboratory must be located in South Lebanon, preferably within the Saida region or in an area easily accessible from Saida and surrounding South Lebanon villages.
- Water samples shall be collected by Oxfam staff in accordance with standard sampling procedures and delivered to the laboratory for analysis.
- The laboratory shall provide clear instructions regarding sample preservation, transport conditions, labeling requirements, and maximum holding times prior to analysis.
- For bacteriological samples, analysis must commence within the standard holding time as per applicable national standards. Oxfam will ensure compliance with sampling protocols.
- The laboratory shall notify Oxfam immediately if any delivered samples do not meet required preservation or handling conditions.
- The laboratory shall be able to test the following physical, chemical, and bacteriological parameters:
Physical Measurements
- Conductivity
- pH
- Turbidity
- Hardness
- Total Dissolved Solids (TDS)
- Total Suspended Solids (TSS)
Bacteriological Analyses
- Total coliforms (CFU/100 mL)
- Fecal coliforms (CFU/100 mL)
- Escherichia coli (CFU/100 mL)
- Pseudomonas aeruginosa (CFU/100 mL)
Chemical Analyses
- Nitrates
- Nitrites
The laboratory shall provide official, signed, and stamped laboratory reports results, reference standards, and compliance status. All data generated shall be treated as confidential and shared exclusively with Oxfam.
The laboratory’s relationship will be directly with Oxfam staff.
2.2. TURNAROUND TIME AND REPORTING
• The laboratory shall submit electronic copies of the test reports to Oxfam and provide hard copies upon request.
• The laboratory shall issue reports in English and/or Arabic as required by Oxfam.
2.3. ACCREDITATION AND QUALITY ASSURANCE REQUIREMENTS
• The laboratory must be certified and registered with the relevant national authorities.
• The laboratory must follow Lebanon testing standards
• The laboratory must use calibrated and well-maintained equipment and demonstrate proper quality control procedures.
• The laboratory must provide copies of accreditation certificates, quality assurance procedures, and internal quality control documents.
Ability to meet the 48-hour turnaround time, and provide official signed and stamped reports with clear results
2.4. SUBMISSION REQUIREMENTS
The laboratory shall submit a complete proposal including the following documents:
• Supplier profile and registration documents.
• Copies of accreditation and certification documents.
• Detailed price list per parameter and/or package.
• Estimated turnaround time for each parameter.
• Any additional terms or conditions.
An estimated 14 tests per month are expected over 4-month period (quantity may increase or decrease based on field situation).
