IRC’s programs assist Syrian refugees and vulnerable Lebanese in host communities across multiple sectors: education

and early childhood development, livelihoods, and protection in close coordination with the Lebanese Government and

broader humanitarian and development community. The IRC’s violence prevention and response (VPR) programs have

provided support to at risk and vulnerable Syrian and Lebanese communities through the delivery of critical case

management, psychosocial support, community-based protection and prevention activities, and legal assistance. With

years of protection monitoring programming, the IRC is a trusted resource for up-to-date information and analysis of key

protection risks and trends amidst an evolving protection environment. The IRC’s protection teams are relied on for their

wealth of technical expertise to deliver specialized GBV, CP and Protection response and prevention capacity building for

NGOs, UN agencies, and Lebanese government staff.

 

Job Overview/Summary:

This position is established exclusively for the duration of the emergency response.

The Protection Emergency Response Manager is responsible for the overall implementation and quality assurance of integrated protection programming in Beirut and Mount Lebanon, covering Child Protection, General Protection, and Gender-Based Violence.

The role provides technical leadership and supervision to multidisciplinary teams, including case management and psychosocial support staff, ensuring high-quality, timely, and principled service delivery, particularly for high-risk and complex cases.

The Manager represents IRC in emergency coordination mechanisms, contributes to inter-agency response efforts, and ensures alignment with national and international protection standards.

In addition, the role oversees reporting, supports emergency proposal development, and maintains coordination with government and sector stakeholders. The position includes management of daily operations and requires flexibility, including availability for urgent cases outside regular working hours.

As the emergency evolves, the Manager may assume additional responsibilities strictly within the scope of the emergency response.

 

Major Responsibilities (Emergency Response Only)

Program Development & Coordination

  • Lead the design, implementation, and quality assurance of integrated protection emergency programming (CP, General Protection, GBV) in BML.
  • Work closely with Senior Managers and the Protection Senior Coordinator to ensure program quality and strategic alignment.
  • Develop and monitor detailed implementation plans for emergency grants to ensure timely and accountable delivery.
  • Ensure all programming adheres to protection standards and quality benchmarks.
  • Establish clear roles, responsibilities, and performance expectations for emergency staff.
  • Provide technical oversight to case management teams, ensuring safe and appropriate referrals (legal, medical, resettlement, etc.).
  • Provide technical guidance to psychosocial support teams.
  • Identify and escalate protection trends and risks to coordination bodies and relevant authorities.
  • Ensure accurate documentation and reporting (databases, Activity Info, internal and external reports).
  • Representing IRC in emergency coordination forums (e.g., working groups, MoSA, UN agencies, NGOs).
  • Lead all emergency reporting, including donor reports, situation reports, and protection trend analysis.
  • Identify response gaps and contribute to emergency proposal development.

 

Monitoring & Evaluation (M&E)

  • Provide daily and weekly updates on emergency response progress.
  • Ensure accurate, timely data collection and reporting in coordination with M&E teams.

 

Staff Management

  • Supervise and support team members, including case management officers and PSS staff.
  • Set clear objectives, provide regular feedback, and conduct performance reviews.
  • Promote staff well-being and ensure adequate team coverage.
  • Oversee administrative, logistical, and financial processes with relevant departments.
  • Provide ongoing technical support on case management and PSS.

 

Other Responsibilities

  • Conduct regular team meetings to review progress and address challenges.
  • Provide field-level coaching and technical support.
  • Monitor safety and security of field teams and report incidents per protocol.
  • Ensure service quality through monitoring, feedback, and continuous improvement.

 

Key Working Relationships

  • Reports to: Protection Senior Coordinator
  • Direct Supervision: Protection Senior Case Management Officer, Case Workers, PSS Facilitators
  • Indirect Reporting: Senior Protection Managers

 

Job Requirements

Education

  • University degree in Social Work, Human Rights, Law, Protection, or a related field (master’s preferred)

Experience

  • Minimum 7 years of experience in humanitarian or development settings
  • Strong experience in emergency protection programming
  • Proven technical expertise in case management and psychosocial support
  • Demonstrated experience managing teams in high-pressure emergency contexts
  • Strong reporting and communication skills

 

Languages

  • Fluency in English and Arabic required

 

Working Environment

  • Office-based with frequent field visits during the emergency response period
