1. Entity Background:

Transparency International - Lebanon (TI-LB) is Lebanon’s leading advocate for transparency, accountability and good governance. Since 1999, when it was established as the Lebanese Transparency Association – No Corruption (LTA), TI-LB has been on the front lines of the fight against corruption, working to strengthen institutional integrity across Lebanon’s public and private sectors. As the national chapter of Transparency International, we believe in more than just envisioning a corruption-free society. We are actively making it happen by driving change, empowering citizens and holding institutions accountable. 

With a people-centered approach, TI-LB tackles corruption from multiple angles. It is guided by a robust Impact Matrix that emphasizes three core areas: Policy & Institutional Change, Behavior Change and Awareness & Outreach. We operate as a guiding thread and conveying channel between international organizations, civil society and citizens. This creates a chain of dialogue and collaboration that promotes a participative approach to anti-corruption efforts. This continuous exchange of information fosters transparency, ensures well-informed communities and bridges gaps between global standards and local needs. To achieve meaningful and lasting change, TI-LB builds robust long-term partnerships with a network of dedicated national, local and international organizations working across Lebanon. These partnerships enhance our strategic reach and propel TI-LB to deliver anti-corruption initiatives that are both globally aligned and locally impactful. By combining international standards with deep community engagement, we ensure that our programs not only meet global benchmarks but are also highly responsive to Lebanon’s unique governance challenges and diverse community needs. 

2. Project Background:

The project is a two-years governance and anti-corruption intervention that aims to further strengthening the role of civil society organizations and local actors in advancing reforms at local & national levels. The project brings together a set of integrated interventions combining structured stakeholder dialogues and consultations, capacity building and technical support, sub-granting, and national advocacy and reform monitoring through digital platforms and evidence-based approaches. 
The Senior Project Manager will lead the overall planning, implementation, evaluation and coordination of all project components, ensuring strategic organizational alignment, quality delivery, and achievement of results across the full project portfolio. 

3. Position Brief:

The Senior Project Manager leads the overall implementation and delivery of the project, ensuring effective coordination and achievement of results across all components. The role combines strategic oversight with hands-on execution, including:

  • Delivering key project components (structured dialogue, capacity building, sub-grants, advocacy, and online platforms’ outputs)
  • Managing budget and ensuring sound financial management of the project
  • Drafting narrative reports and ensuring compliance with donor requirements
  • Managing contracts, amendments, and key operational processes
  • Tracking progress against milestones, indicators, and deliverables
  • Ensuring integration across all project outputs to achieve measurable impact.

The Project Manager plays a central role in translating project design into tangible results, while contributing to TI-LB’s broader mission of advancing transparency, accountability, and governance reform in Lebanon.

4. Key Responsibilities:

4.1. Project Leadership & Delivery

  • Lead the full planning, implementation, evaluation and coordination of the project across all components
  • Translate the log frame into detailed workplans, timelines, and deliverables and ensure its integration through the TI-LB mission and impact matrix
  • Monitor implementation progress and flag delays or operational risks
  • Lead and Ensure delivery of:
    • structured stakeholder dialogues, targeted capacity building and technical support, sub-granting, and national advocacy and reform monitoring through digital platforms and evidence-based approaches. REHUB and Transparent Hearts platform updates

4.2. Contracting & Grants Oversight

  • Oversee the drafting and management of:
    • Sub-grant agreements
    • Amendments and modifications
    • Supplier/service provider contracts
  • Ensure all contractual processes are compliant with Donors rules and TI-LB procedures
  • Coordinate with finance and legal/admin functions on contracting workflows

4.3. Budgeting & Financial Management

  • Lead project budget planning, forecasting, and monitoring in line with project requirements
  • Track expenditures against approved budgets and ensure financial accuracy
  • Work closely with the finance team on budget follow-up, reporting, and reallocations
  • Validate financial inputs for donor reporting and ensure consistency with implementation
  • Identify risks related to budget utilization and propose corrective actions

4.4. Coordination & Team Management

  • Directly manage and coordinate project team members
  • Ensure clarity of roles, responsibilities, and accountability across functions
  • Facilitate internal coordination and follow-up on deliverables
  • Resolve bottlenecks and ensure smooth implementation

4.5. Stakeholder Engagement & Project Representation

  • Engage with the donor on project follow-up and implementation matters
  • Represent TI-LB in structured dialogues, forums, and external meetings
  • Coordinate with CSOs, municipalities, and stakeholders involved in project activities
  • Ensure stakeholder engagement contributes to project outputs and reform processes

4.6. Reporting, Monitoring & Compliance

  • Lead the drafting and submission of narrative reports in line with donor requirements
  • Ensure alignment between narrative, financial, and log frame reporting
  • Monitor project indicators, milestones, and performance
  • Ensure availability and proper documentation of means of verification
  • Ensure compliance with donor rules, procedures, and reporting standards

4.7. Donor Tools & Systems Management

  • Ensure proper use and follow-up on donor-related platforms and tools (e.g. OPSYS, PADOR, EU reporting systems, SAM.GOV)
  • Ensure timely submission of required deliverables through donor systems
  • Maintain updated project data, submissions, and documentation within required systems
  • Ensure familiarity with donor platforms and requirements, including other international donor systems where relevant

4.8. Strategic Project Integration

  • Actively engage in internal coordination processes to ensure that project implementation reflects an organizational unified and results-driven approach
  • Work closely with different teams to keep institutional activities aligned.
  • Ensure that outputs from different organizational projects are connected and support each other

5. Qualifications & Experience: 

  • Bachelor’s degree in Public Administration, Political Science, Development, or a related field (Master’s is an asset)
  • Minimum 7 years of relevant experience in project management, preferably within EU-funded programs
  • Strong experience managing multi-component, multi-stakeholder projects
  • Proven experience in governance, transparency, or anti-corruption programming
  • Strong understanding of EU procedures, reporting, and compliance
  • Experience working with CSOs, municipalities, and policy actors
