Location : Based in Beirut or Bekaa

Reports To : Response Coordinator

Contract Duration : Till 31/12/2026

Job Purpose : At the national level, the FSL Coordinator is responsible for monitoring, managing, and overseeing the implementation of food security, basic assistance, livelihoods, and cash-based interventions in emergency settings. This includes ensuring the achievement of project deliverables, oversight of budgets and procurement processes, and compliance with Basmeh & Zeitooneh (B&Z) policies and procedures. The FSL Coordinator also provides technical support to field teams to ensure effective and quality implementation of activities.

Major Activities :

Program Management & Implementation

  • Plan and implement food security, basic assistance, and livelihood emergency activities, ensuring alignment with project objectives and B&Z’s strategic goals.
  • Supervise the implementation of emergency cash assistance programmes (including Multi-Purpose Cash Assistance (MPCA), shelter cash, and protection cash), ensuring adherence to organizational procedures and quality standards.
  • Develop work plans and oversee the achievement of targets, ensuring project timelines and deliverables are met.
  • Follow up with field teams on the implementation of cash activities, ensuring targets and deadlines are achieved.
  • Provide guidance to project teams in weekly planning activities (e.g. input distribution, training, setup, maintenance, monitoring, and reporting), ensuring alignment with project work plans.

Coordination & Representation

  • Liaise and coordinate with the Ministry of Social Affairs (MoSA) and other relevant stakeholders on cash assistance interventions.
  • Represent B&Z in the Cash Core Working Group and other cash sector coordination meetings, ensuring active participation and information sharing.
  • Represent B&Z in food security and agriculture (FSA) and sector meetings with national NGOs, institutions, and international organizations, under the guidance of direct and functional managers.
  • Maintain strong relationships with donors, partners, local authorities, and other stakeholders involved in FSL programming.

Planning, Budgeting & Procurement

  • Monitor procurement plans and budgets for FSL-related supplies, ensuring proper resource allocation and financial management.
  • Ensure timely procurement of goods and services in close coordination with logistics and finance departments.
  • Maintain updated budget tracking and forecasts for program activities.

Reporting & Documentation

  • Provide regular verbal and written reports to direct and functional managers as per agreed timelines.
  • Prepare and submit monthly reports to MoSA and other partners on cash activity progress.
  • Prepare FSL and cash-related reports for donors, partners, and government institutions, while contributing to proposal development.
  • Collaborate with finance and field teams to compile accurate financial and narrative reports, ensuring transparency and compliance.

Monitoring, Evaluation & Data Management

  • Oversee data collection, verification, and analysis related to FSL activities, ensuring timely reporting of key indicators.
  • Use programme data to support decision-making and track project impact.

Team Management

  • Supervise project teams and provide indirect oversight of field officers, including setting objectives, action plans, and monitoring performance quality.

Education & Experience:

  • A Bachelor’s degree in a related field : Agriculture, Agronomy, or Food Security, Economics or Development Studies ,Social Sciences  ,International Development or Humanitarian Studies ,Business Administration (with relevant experience in humanitarian or FSL programming).
  • Minimum of 3–5 years of professional experience in humanitarian programming, including livelihoods, protection, and emergency/life-saving response, or an equivalent combination of NGO experience and education.
  • Demonstrated experience in the implementation of cash assistance programmes.
  • Proven experience in grant reporting and proposal writing.
  • Prior experience in team or line management is required.
  • Experience in delivering training and facilitation, including the design and adaptation of curricula for target groups, is an asset.
  • Demonstrated commitment to local capacity development, with experience engaging and collaborating with local stakeholders in project design and implementation.
  • Proven ability to work collaboratively across departments and lead diverse teams in a multicultural environment.
  • Strong understanding of participatory approaches to project design, implementation, and evaluation.

Competencies:

Functional Skills

  • Strong organizational and project management skills.
  • Working knowledge of procurement, administration, and finance systems.
  • Proficiency in Microsoft Office applications (Word, Excel, and PowerPoint).
  • Good understanding of the Syrian crisis context and its implications for programme design and implementation.
  • Fluency in Arabic and English (written and spoken) is required

  • High level of integrity and strong commitment to maintaining confidentiality of sensitive information.
