The Country Education Coordinator leads the development and delivery of inclusive education programs in Lebanon, ensuring the provision of high-quality formal and non-formal education services for refugees and forcibly displaced populations. The role drives strategic program growth, ensures quality assurance, and oversees monitoring, evaluation, reporting, and implementation across technical, operational, and administrative functions, in line with organizational and donor priorities.
Main Responsibilities of the Position:
1- Program Development & Strategy
- Lead the design and development of education programs aligned with organizational strategy, beneficiary needs and national education policies and international standards.
- Conduct needs assessments, context analysis, and stakeholder consultations to inform program design.
- Develop program frameworks and Standard Operating Procedures.
- Contribute to the design of theories of change, logical frameworks (logframes) and M&E plans.
- Write and contribute to high-quality project proposals and concept notes.
- Ensure integration of inclusive, gender-sensitive, and protection-focused approaches in all programs.
- Incorporate innovation and best practices into program design.
- Review and analyze program data to inform improvements and scaling strategies.
- Ensure risk analysis and mitigation strategies are integrated into program design.
- Promote learning and documentation of best practices.
2- Program Quality and Implementation Support
- Provide technical guidance to implementation teams to ensure quality implementation of educational activities.
- Lead the development of new pedagogical approaches, tools, curricula, and learning materials where relevant.
- Monitor program performance and support adaptive management.
- Coordinate with field teams to ensure feasibility and contextual relevance of programs.
- Quarterly visit to the projects and meeting with the education coordinators and officers.
- Support the recruitment and the professional development processes of education coordinators and officers.
- Support the education coordinators with educator performance assessment for critical cases.
- Support the mid and end of year student education assessment process.
3- Coordination and Partnerships
- Identify, build and maintain strategic partnerships with local NGOs, government entities, donors, and education stakeholders.
- Represent the organization in education sector coordination forums where relevant.
- Ensure effective coordination between program, MEAL, and support teams.
- Ensure quality quarterly progress and annual reporting feeding into donor reports.
- Close collaboration with the JRS Regional Education Officer in MENA.
Qualifications, Skills, and Attributes:
- Bachelor’s degree in education, international development, social sciences, or a related field (Master’s preferred).
- 5–7+ years of relevant experience in education programming, preferably in humanitarian or NGO settings.
- Strong expertise in inclusive education, education in emergencies, and working with refugees or displaced populations.
- Knowledge and understanding of the formal and non-formal education programmes in Lebanon.
- Proven experience in program design, including log frames, theories of change, and M&E/MEAL frameworks.
- Experience in curriculum development, pedagogical approaches, and learning material design.
- Experience in proposal writing, concept notes, and donor reporting.
- Ability to develop and conduct training programmes.
- Experience in stakeholder coordination, partnerships, and representation with NGOs, donors, and government entities.
- Leadership skills with experience providing technical guidance and supporting team development.
- Excellent communication skills, with fluency in English and Arabic. Basic French would be an added asset.
