Qualifications
- University degree in a relevant field of work (economics, social sciences, political science or equivalent).
Professional experience
- At least 7 years of experience of working in the field of employment promotion or related areas, e.g. private sector development/promotion, technical and vocational education and training (TVET), MSME promotion, business planning, business management, market intelligence, value chains, business linkages, certification, access to finance etc.
- At least 3 years of experience in international development cooperation.
- Experience in advising ministries and subordinate authorities, e.g. Ministry of Social Affairs (MoSA), Social Development Centers, Ministry of Labour (MoL), National Employment Offices, or other relevant ministries on approaches designed to promote sustainable employment, especially for young adults and women.
- Experience in planning and conducting organisational development and capacity development.
- Extensive experience in working with government officials and the private sector.
- Experience and extensive knowledge in project management.
- Knowledge of instruments of active labour market policy, incl. on the inclusion of young adults, women and people with disabilities in the labour market.
- High ability to interact with policy makers and facilitate high-level meetings of experts, government officials, employers and representatives of the international community.
- Strong communication and coordination skills.
- Fluency in writing, reading and speaking in English and Arabic. Knowledge of German language will be an advantage.

- Responsibilities
The position holder is responsible for ensuring that:
- grant agreements and service contracts are established to meet the objectives of the project.
- the grantees and service providers implementing under his/her supervision meet their targets and contractual obligations.
- Taxonomies necessary to harmonize beneficiary and impact data are identified and required explanatory material is available and disseminated to implementing partners.
- operational plans of the grantees and service providers under his/her supervision are in line with the requirements of the project.
- the relevant team members are informed and engaged in decision making related to the activities under his/her supervision whenever necessary.
- the grantees, service providers and other relevant stakeholders are adequately engaged and capacitated.
- the activities implemented are coordinated with all other fields of activities within the project, as well as with other GIZ projects and other actors of international development.
- the colleagues in charge of finances have all the information required to ensure that budgets of grantees meet GIZ regulations.
- colleagues in charge of communication and visibility have all the information required to develop according to products.
- the documentation of his/her activities is captured, stored, and classified according to the requirements of the team.
- the opportunities for collaboration with other projects are identified.
- efforts to optimize and digitalize processes, particularly regarding the use of software products of the Microsoft 365 package, are coordinated within EPL.
In this context, the position holder fulfils the following tasks:

The position holder
- Plans and budgets project activities. This includes but it not limited to:
- Identifying and/or develop active labour market measures to assist young adults, women, and people with disabilities in transitioning to work and maintaining existing jobs.
- Planning and implement short-term courses to prepare young adults, women and people with disabilities for entry into the labor market, e.g.: life skills, digital skills, entrepreneurial skills, (paid) internships and in-service training, including support for social security coverage.
- Identifying and/or developing measures to strengthen the competitiveness and improve working conditions in MSMEs.
- Managing service contracts and grants implement business development services (BDS).
- Identifying and designing dialogue formats with Lebanese institutions and civil society actors to establish an employment ecosystem supported by the private sector
- Initiating and facilitating dialogue formats with Lebanese institutions and civil society actors to identify and disseminate effective inclusive approaches for employment promotion.
- Planning and implement job matching and profiling, including through: mentoring, career coaching; raising awareness of working conditions and rights, including inclusion of people with disabilities and access to improved social security; use of online employment platforms; enhancing job opportunities in selected sectors with high employment and growth potential, including remote working opportunities.
- Reviewing budgets of implementation partners and contractors prior to submission to the project officer in charge of the financial and administrative review of the budget
- Prepares and implements mechanisms for monitoring and alignment with implementation partners and service providers in collaboration with the the project officers in charge of communication, monitoring and evaluation as well as administration and finance.
- Reviews reports submitted by grantees, implementation partners and service providers from a technical perspective and coordinates the review by the project officers in charge of communication, monitoring and evaluation as well as administration and finance.
- Reviews contracts of implementation partners and service providers from a technical perspective and provides information required for the update of related tracking sheets.
Project Description: The aim of the project is to improve the employment situation of young Lebanese adults, women and people with disabilities in all regions. The project has 3 outputs:
- Employment potentials for young adults, and women and people with disabilities are identified.
- Employability of young adults, women and people with disabilities is improved.
- The competitiveness of micro, small and medium-sized enterprises in selected employment-relevant sectors is improved
