1. BACKGROUND TO THE ASSIGNMENT:
The Mental Health and Psychosocial Support (MHPSS) Department provides MHPSS consultations through its case management teams located in Bekaa, South, Akkar, Akkar, Beirut and Mount Lebanon. Additionally, it provides awareness sessions on mental health topics, and community support group activities, mental health trainings, and coordination with the National Mental Health Program, with the Ministry of Public Health (MoPH) for the integration of mental health into primary healthcare.

2. PURPOSE OF THE ASSIGNMENT:
The purpose of this scope of work is to support the procurement of the services of Psychiatrist to examine patients to determine general physical condition, following standard medical procedures and formulate treatment program.

3. SCOPE OF THE ASSIGNMENT:
• Collect information concerning the patient's medical and psychiatric history, the patient's family psychiatric history and the history of the patient's current psychiatric episode. Information can be collected from the patient and/or from the patient's family, relatives, general practitioner.
• Interview the patient to assess the individual's general physical condition, and refer when needed for a more in-depth medical evaluation
• Order, when needed, laboratory, imagery or other special diagnostic tools, and follow up of the results
• Determine the nature and extent of the patient's mental disorder, and suggest an appropriate treatment accordingly.
• Treat or direct treatment of patient, utilizing variety of psychotherapeutic methods and medications. Respect when prescribing, as much as possible, the essential list of psychiatric medication.
• Psycho educate patient and his family
• Follow up on the treatment evaluating the response to medication and the possible side effects and modify the treatment accordingly
• Discharge patient from the program and refer him for the continuity of his treatment when stabilization is done.
• Keep track of patient numbers/cases through IMC outpatient records, to be submitted at the end of every month.
• Attend weekly or biweekly meetings including the technical meeting with the rest of the multidisciplinary team or case management team.
• Reports directly to IMC MHPSS manager.
• Coordinate with IMC MH technical Advisor and MH coordinator for technical support and follow up.
• IMC psychiatrist can refer patients to the hospital when needed upon consultation with the IMC MH Technical Advisor and based on the approval of both the MH Advisor and MH Coordinator.
• Conduct on the job supervision observation for primary health care providers along with the trainer when required.
• Attend regular meetings, working sessions and trainings organized by IMC.
• Take part in research activities, mapping exercises or assessments based on mutual consensus with the IMC management team.

4. DELIVERABLES DESCRIPTION:
Submit outpatient records and monthly consultant periodic report of the work executed at the end of each month.

4.1. IMPLEMENTATION OF THE ASSIGNMENT DELIVERABLES
MHPSS Consultations: Three working days/month/ area in BML.
One working day is equivalent to 4.5 hours
Community of Practise meeting: minimum of 30 minutes community of practice meetings/calls and the total meeting hours not to exceed 1.5 hours/day/month.

Consultant Specifications
To perform this consultancy successfully, an individual must be able to perform each task under the conditions required for the role:
• Licensed Psychiatrist.
• Completed all necessary registration with the Ministry of Public Health (MoPH) and
• Lebanese Order of Physicians (LoP).
• Specialized Trainings are a plus.
• Fluent in spoken Arabic.
• Previous NGO experience is a plus.
• Personal interest in humanitarian work.
• Willing to adhere to clinic schedule.
• Good communication and teamwork skills.

PLEASE NOTE THE FOLLOWING:
1.Payment
Payments are delivery-based. Any deliverable not meeting the required specifications will have to be reworked and resubmitted at no additional cost.
− The proposed payment schedule for this assignment (total budget) is variable based on the total number of working days per month, and rate based on working modality in clinic/remote.
− To be paid (e.g daily, monthly, end of assignment, on a specific date): Payment to be paid monthly.
− International Medical Corps shall pay Consultant at hourly, daily, monthly rate. Daily rate is 22,822,500 LBP/one working day covering BML for in-clinic consultations. 20,585,000 LBP/one working day for remote consultations. Compensation of 2,685,000 LBP/day for a minimum of 30 minutes community of practice meetings/calls
− Minimum hours per day: N/A and Maximum hours per day: N/A
− In the case of phone consultations: Every 11 phone consultations will be equivalent to one working day even if not performed on the same day. The payment rate that will be followed is as the one listed on the consultant’s agreement. In case the consultant does less than the mentioned number of consultations, the consultant will receive a percentage of their daily allowance equivalent to the number of sessions provided.
− The above-mentioned hours and days can be subject to change due to several factors such as non- scheduled appointments of the beneficiaries, no show up of beneficiaries, weather and road conditions, and consultants justified absenteeism. Additional days might also be requested to respond to the increased demand. Therefore, the program shows flexibility in the number of working days and/or hours/month where the consultant coordinates with the MHPSS manager in each area to approve any change and compensate for the missed days/hours when needed after discussion with program coordinator/budget holder.
Payments are made upon submission of progress reports on completed tasks, outlined against planned outputs. Based on the report and satisfactory performance, payments will be certified by the supervisor.

2. TITLE RIGHTS
International Medical Corps shall be entitled to all property rights including but not limited to patents, copyrights and trademarks with regard to material, which bears a direct relation to, or is made in consequence of, the services provided to the organization by the consultant.

3. INSURANCE
Consultants are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering their period of service on behalf of International Medical Corps as they consider appropriate. Consultants are not eligible to participate in life or health insurance schemes available to International Medical Corps employees

4. TAXATION
International Medical Corps undertake no liability for taxes, duty or other contributions payable by the consultant on payments under this contract.

5. TERMINATION OF CONTRACT
Either party may terminate this contract before the expiry date of the contract by giving notice in writing to the other party.
The period of notice shall be 5 days in case of contract less than 2 months duration and 30 days in the case of contracts for longer periods; provided however that the in the event of termination on the grounds of misconduct or the in the event of termination on the grounds of misconduct or poor performance by the consultant, International Medical Corps shall be entitled to terminate the contract without notice.
In the event of the contract being terminated prior to its due expiry date, the consultant shall be compensated pro rata for no more than the actual amount of work performed to the satisfaction of International Medical Corps.
