Purpose and scope of the role
As REEF's programs grow, the team needs reliable administrative support. You will work directly with the Executive Director and Program Managers to keep financial records in order, ensure purchases are well-documented and cost-effective, and maintain the administrative process that allows the team to focus on its mission.
This is a part-time service contract (2 fixed half-days per week), with the possibility of additional days by mutual agreement. REEF works with an external accounting and audit office. You are not expected to do accounting, but you must be comfortable with financial procedures, documentation, and procurement management.
Key Responsibilities
Financial administration
- Support the Executive Director and Project Managers in monitoring current budgets and expenditures according to approved plans and donor requirements.
- Once per quarter, scan and enter all invoices and receipts into Odoo for processing by the external accounting office.
- Prepare and process payments for staff and project-related expenses, ensuring all transactions are fully documented and approved before disbursement.
- Assist in preparing financial reports for donor reports and audits, including related documentation.
- Track project advances and follow up on timely liquidation with staff and partners.
- Support project closure processes and archiving.
Procurement
- Handle day-to-day procurement of goods, materials, and services in line with REEF's procurement policy from sourcing and requesting quotes to assisting in drafting contracts and raising purchase orders to the Program Manager or Executive Director to obtain authorizations.
- Research and maintain an up-to-date list of qualified local suppliers.
- Negotiate prices and contract terms with suppliers, actively seeking cost savings without compromising quality.
- Coordinate with the team to ensure all purchases are properly coded, documented, and aligned with.
- Follow up on deliveries, verify that goods and services match specifications, and resolve any issue related to price, quality, quantity or delay.
- Ensure compliance to procurement policy
Profile & Qualifications
- Bachelor's degree in Business Administration, Finance, or a related field
- Minimum 3 years of experience in financial administration and cash handling, procurement processes and supplier management
- Prior experience in an NGO is required
- High attention to detail and strong document management skills
- Organized, deadline-driven, and comfortable working independently
- Fluent in Arabic and English
Location & Mobility
Candidates must be residents of Lebanon. A high degree of mobility is required to manage frequent bank formalities and facilitate in-person payment disbursements to staff and contractuals.
Contract & Terms of Payment
- Contract type: Part-time service contract (2 fixed half-days per week with the possibility of additional days by mutual agreement depending on project progress).
- Duration: 6 months, renewable
- Monthly rate: $400–450 USD depending on experience
- Tax: 8.5% deduction applies for non-registered consultants (Lebanese MOF regulations)
