WASH Monitoring – Civil Engineer (RO Systems, Large‑Scale Chlorination Systems, and Infrastructure Rehabilitation)

Job Description

We are seeking to engage one Subject Matter Expert (SME) / WASH Civil Engineer to support monitoring activities in June 2026, with the possibility of additional visits depending on donor activity. During each visit, the SME will be accompanied by a field monitor to assist with logistics and data collection.  The expert should have a background working with RO systems, large scale chlorination systems and infrastructure rehabilitation.

Responsibilities

Conduct on‑site technical observations at multiple sites (water stations, collective shelters, public facilities, warehouses, central storage, project sites) using a structured checklist to review BOQ specifications.

Carry out water quality tests, including Free Residual Chlorine (FRC) at facility level, and other data points as determined by MENA MELS.

Review project documentation.

Conduct Key Informant Interviews (KIIs) with project stakeholders and staff.

Conduct up to 10 KIIs with beneficiaries at project sites or at household level in catchment areas surrounding project sites.

Prepare a technical summary report with key observations, findings, and recommendations.

Deliverables

Submit all complete data sets, photographs, and audio recordings to MENA MELS upon completion of data collection (MENA MELS will provide a data entry framework).

Provide a field report/data collection progress report including summary tables and key challenges.

Requirements

Civil Engineer with demonstrable experience in WASH monitoring and technical site assessments.

Strong knowledge of water quality testing and BOQ/specification review.

Excellent communication and analytical skills.

Ability to work on‑site and meet deadlines.

Professional reporting and documentation skills.

Additional Details

Work setup: On‑site (field‑based; remote work not available).

Schedule: Short‑term engagement in June 2026, with potential additional visits depending on donor activity.

Level of Effort (LOE): Equivalent to two days, with activities (interviews, observations, site visits) allocated as needed to ensure a total of 2 LOE days per person.

Compensation: Competitive consultancy fee.

Experience: Relevant WASH and field experience required.
