WASH Engineer (Project Coordinator)

Overall Responsibility

The Project Coordinator/Engineer is responsible for overseeing and managing WASH and Shelter initiatives in Lebanon, under the direct supervision of Head of Programmes. S/he will coordinate with the stakeholders, ensure project timelines are met, and monitor progress. S/he may also provide technical support to field staff. S/he prepare detailed reports on project activities, outcomes, and challenges for review. Her/his role is crucial in ensuring successful implementation of WASH and Shelter projects in Lebanon.

Main Duties and Responsibilities

1. Supervision and analysis of the WASH activities, adjustment of the activities in collaboration with HoP, design of new projects and propose new ideas
2. Identify opportunities in country to submit quality application to secure fundings
3. Support HoP to develop high quality Concept Notes, Proposals and Budgets in line with Islamic Relief Strategy.
4. Actively act in emergencies in line with IRL strategy and contingency plans to execute needed activities Ensure compliance with and adherence to Islamic Relief policies, guidance and procedures
5. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports 
6. Identify trends technical standards and donor priorities, liaise with donors 
7. Follow up on compliance with contractual commitments, ensure high technical quality and synergies in project implementation
8. Design a detailed implementation plan to achieve the projects on time and high burn rate of budget
9. Evaluate the status of the projects and propose the subsequent steps to achieve the projects objectives
10. Contribute to the design of need assessments and data collection and generate reports accordingly
11. Provide technical direction and project implementation support and advocacy for WASH.
12. Ensure that key learnings are extracted from WASH and Shelter implementation, and incorporate them in WASH and Shelter and staff development processes
13. Provide systematic training and build capacity of technical staff
14. Represent Islamic Relief actively in relevant forums/clusters, working group, including with Water Establishment, national authorities and WASH Sector and other forums
15. Oversee and be responsible of mainstreaming protection guidelines in IRL WASH activities as per IRL’s Protection mainstreaming guidelines and ensure that all breaches/concerns reported are properly resolved.
16. In collaboration with the finance department, follow up the WASH budgets and expenditure provisional
17. In collaboration procurement/ log department, management of supplies, when necessary, orders preparation and orders follow up
18. Generate reports monthly, quarterly, mid-term, final and field visits reports 
19. Promote positive staff behavior and collaboration towards colleagues
20. Foster collaboration and communication across other departments
21. Perform any other tasks assigned by IRL management

Experience / Education/Skills- Essential              

• Minimum 5 years’ experience in working as a senior Project/Program Manager and/or Adviser in a humanitarian and development context
• Proven expertise in WASH related issues in temporary settings and urban areas. 
• Previous experience in developing and following up WASH program strategies in response to the Lebanon is an asset. 
• University degree or higher education in Civil Engineering. 
• Proven skills and experience in report and proposal writing
• Ability to prioritize needs and carry out multiple tasks simultaneously
• Experience from working in complex and volatile contexts
• Prior experience and proven capability in training and capacity development

• Work independently with minimal supervision.
• Read, comprehend and interpret written materials of moderate to complex difficulty.
• Establish and maintain effective working relationships with those contacted in the course of assignment.
• Communicate clearly and concisely, both orally and in writing.

Language                                                                       

Fluency in English & Arabic (written and spoken).

Skills

• Good computer skills.
• Proficiency in MS office and the ability to use software necessary for project management and reporting.       
• Strong planning, communications and coordination skills.
• Ability to work under pressure and within a team.
• Good negotiation skills
• Report writing skills.
