Adyan Foundation works locally, regionally, and internationally to promote pluralism, inclusive citizenship, and Freedom of Religion and Belief (FoRB). Through education, media, policy engagement, and interreligious dialogue, Adyan develops initiatives that support diversity and peaceful coexistence across the SWANA region.
As part of the “Changing perception on Freedom of Religion and Belief” project, Adyan will empower 100 religious leaders and faith-based actors (50 in Lebanon and 50 in Iraq) through tailored training sessions on Human Rights and FoRB principles, emphasizing inclusive citizenship and the practical integration of these values into sermons and community engagement. Religious sermons will then be monitored and analyzed to assess the integration of diversity and FoRB narratives, culminating in a regional analytical report and guidebook to support religious leaders in promoting coexistence within their communities.
Adyan is seeking MEAL Consultants to attend and observe selected sermons in mosques, churches, and other places of worship, ensuring representation from diverse faith communities in Lebanon. They will use a standardized monitoring tool to document references to diversity, equality, and FoRB principles within the sermons. All data will be anonymized and evaluated by Adyan’s team to identify trends and best practices, which will inform the regional analytical report and guidebook for religious leaders.
Purpose of the Consultancy
- Establish a baseline of religious discourse on diversity and living together
- Measure changes in sermons post training
- Generate evidence and learning to improve future interventions
Scope of Work
The selected MEAL Consultant will be responsible for:
- Attending a capacity building session done by the Senior MEAL Expert on the monitoring tools to be used
- Conducting baseline and end-line monitoring visits physically for selected sermons by filling simple monitoring tools for sermon observation – coordination on time and locations to be done closely with the Adyan team
- Submit a data collection report to the Adyan team by the end of the baseline activity and another one after the end-line.
- Ensure accurate and consistent use of the standardized sermon observation tool
- Participating in data quality checks and feedback loops with the Adyan MEAL team
- Revise submitted data if required following quality review
Note: Field visits will be conducted across multiple regions in Lebanon, and MEAL Consultants should be able to travel accordingly
Expected Deliverables
- Baseline and End-line data collection reports (descriptive, not analytical)
- Dataset of monitored sermons (baseline and end-line)
- Regular monitoring updates (as agreed)
- Final compiled dataset with organized and cleaned data for analysis
Timeline
- 2026–2027: Baseline monitoring of religious sermons (pre-training), based on available sermons from religious leaders, with at least 30 field visits conducted across Lebanon
- 2027–2028: End-line monitoring of sermons (post-training) with the same target group of religious leaders across Lebanon
Available Budget
The total budget allocated for this consultancy is USD 6,000, covering both the baseline and end-line phases.
This budget is indicative and distributed as follows:
- Baseline Assessment (Year 1): 30 field visits (including transportation) – USD 3,000
- End-line Assessment (Year 2): 30 field visits (including transportation) – USD 3,000
Notes:
- The assignment will be implemented under two separate contracts: the first contract for the baseline assessment, and the second contract for the end-line assessment, to be issued in the following year, subject to satisfactory performance and project continuation
- Applicants may apply individually, as a team, or as a firm/consortium; a single consultant may conduct all visits, or multiple consultants may share the workload, or a team-led approach may distribute responsibilities internally.
Qualifications
Applicants should have:
- Proven experience in Monitoring, Evaluation, Accountability, and Learning (MEAL), particularly in conducting field data collection, baseline and end-line assessments, and using structured observation tools
- Demonstrated experience in qualitative data collection methods, including observation, note-taking, and reporting
- Experience working on social cohesion, human rights, Freedom of Religion and Belief (FoRB), peacebuilding, or related fields is an asset
- Familiarity with religious and community contexts in Lebanon, and the ability to engage respectfully in diverse places of worship
- Strong analytical and reporting skills, with the ability to produce clear and concise data collection reports
- Ability to ensure confidentiality, neutrality, and ethical data collection, especially in sensitive contexts
- Strong organizational and time management skills, with the ability to conduct multiple field visits across different locations
- Fluency in Arabic is required; working knowledge of English is an asset
- Applicants should reside in Lebanon.

- At least one sample of previous similar work (report, tool, or dataset excerpt)
