Procurement Officer

The Procurement Officer will be responsible for managing the procurement of goods and services in compliance with FSF’s internal procedures and donor regulations. The role ensures transparent, efficient, and cost-effective procurement practices in support of project implementation. The Procurement Officer will work closely with program, finance, and logistics teams to ensure timely and accurate procurement across all departments.

 Responsibilities:

  • Prepare and implement project-specific procurement plans.
  • Coordinate procurement activities in line with FSF and donor guidelines.
  • Draft and manage procurement documentation including PRs, RFQs, POs, and contracts.
  • Contact Suppliers and collect quotations and proposals when needed.
  • Solicit and evaluate quotations, bids, and proposals received from suppliers.
  • Ensure compliance with procurement thresholds and approval workflows.
  • Maintain an up-to-date supplier database and conduct vendor due diligence.
  • Collaborate with logistics and program teams to ensure timely delivery and quality checks.
  • Keep detailed and organized procurement records (digital and hard copy).
  • Prepare procurement status reports and updates for management and donors.
  • Track the procurement deliverables and ensure delivery records (Delivery Note or Goods received note) are in place.
  • Support audit processes by ensuring complete and accessible procurement files.
  • Ensure value for money and fairness in supplier selection processes.
  • Support internal capacity building by sharing procurement procedures with relevant staff.

Qualifications & Experience:

• Bachelor’s degree in Business Administration, Procurement, or related field.
• Minimum 2 years of relevant experience in procurement at an NGO sector.
• Good knowledge of procurement procedures and donor regulations.
• Strong organizational and documentation skills.
• Proficiency in Microsoft Office (especially Excel and Word).
• Excellent communication, negotiation, and interpersonal skills.
• Ability to work independently and manage multiple tasks under pressure.
