Program Manager

MAIN RESPONSIBILITIES:

The Program Manager (PM) will be specifically in charge of:

Planning and managing the emergency response program implementation, aligned with the evolving needs.

Implementing high quality programming in line with the expected outputs, outcomes as per the logframe and projects goals, and ensuring compliance towards donors’ requirements and MdM guidelines, in collaboration with the MEAL department.

Ensuring robust budget management aligned with donors’ requirements and in line with ER requirements, in close collaboration with the support departments (including Finance, Logistics, Security).

Demonstrating solid leadership in program team’s management and robust coordination skills with other support departments.

The Program Manager will directly manage 5 positions:

1 SRH/GBV Officer

1 Psychologist

2 Health Monitoring Officers

1 MHPSS Social Worker

ESSENTIAL DUTIES

Program implementation and management

Plan, organise and monitor program implementation in accordance with the logical framework, donor requirements and MdM guidelines.

Responsible and proactive in proposing strategic program development, in collaboration with the Field Coordinator and Emergency Coordinator, based on evidence collected from the field and program teams.

Responsible for adequate budget management, including regular budget follow-up, forecasting, planning, in line with donors’ requirements and MdM financial tools and the evolving needs.

Ensure timely and high-quality implementation of activities and propose corrective actions when needed, aligned with the evolving context and needs of affected populations.

Develop tools, establish and monitor program dashboards to track progress and performance, in close coordination with the MEAL department.

Supervise the collection, quality and analysis of program data and indicators in close coordination and collaboration with the MEAL department.

Produce monthly activity reports as per MdM reporting tools and ensure regular reporting from program teams and partners.

Organise regular program monitoring meetings and review workshops with programs, support and coordination team and timely address or alert on key issues. Ensure follow-up on corrective actions.

Contribute to program evaluation, capitalisation and learning processes, in collaboration with all relevant departments.

Monitor the operational context and identify potential implications for program implementation in close coordination with all relevant MdM departments.

 

Team management

Lead, supervise and support program staff to ensure effective and high-quality program delivery.

Define individual objectives and regularly monitor performance of team members.

Ensure clear communication, coordination and team cohesion between program and support departments.

Identify training needs and support capacity building of staff.

Manage leave planning and ensure continuity of program activities.

Participate in recruitment processes when required.

Address operational challenges, incidents or conflicts within the team.

 

Program resources and coordination

Plan and monitor program resources in coordination with logistics, finance and HR departments, as per contractual requirements and evolving needs of affected populations and partners.

Ensure proper utilisation of program resources in line with operational needs and contractual budget.

Responsible for program budgets management, including regular forecast and follow-up, and contribute to budget development and revisions in close collaboration with Finance and other relevant departments.

Ensure compliance with MdM procedures, donor requirements and national legislation.

 

Reporting and grants management

Contribute to the development of project proposals and fundraising effort through the development of program BoQs, in close collaboration with Medical Coordinator and Mental Health Advisor, and the logistics department.

Responsible for the preparation of donor reports and ensure accuracy of program data.

Responsible for time development of internal activity reports and program updates as per MdM reporting tools.

Ensure proper documentation and archiving of program information, and responsible for the compliance with donors and MdM requirements.

 

Representation, partnerships and coordination

Represent the program internally and externally when required, in coordination with the Field Coordinator

Uphold MdM reputation and values towards partners, local authorities and any other relevant parties.

Develop and maintain a network of relevant stakeholders and partners and timely share information (including identified needs, trends, context analysis, etc.).

Identify potential partners and assess partnership opportunities with L/INGOs.

Ensure appropriate information sharing and communication about program activities, in line with MdM guidelines and reputation.

Contribute to advocacy initiatives when relevant.

SKILLS REQUIRED

Proven track record and expertise in project cycle management.

Proven expertise in emergency response, health and mental health programs, in contexts of displacement and conflict.

Leadership skills in team management, program management and implementation.

Demonstrate high commitment and respect to program participants wellbeing, needs and feedback.

Proven expertise in program management, including program implementation, budget management, coordination skills with support departments.

Understand the methodologies for evaluating and capitalising on projects.

Define and analyse indicators.

Excellent reporting skills for drafting internal and external evidence-based reports focusing on impact of program implementation.

Comfortable and eloquent in public speaking adapted to the audience.

Share and communicate MdM values and positions.

High negotiating and convincing skills, in particular when addressing local authorities and partners.

Know how to approach a cultural and social context. Identify and understand a society’s norms, customs and practices.

High skills in the use of the Microsoft Office Pack

Work in a team and in partnerships

Arabic and English speaker.

Management skills

Lead by the example, with participatory approach to decision-making while possessing decisiveness and ownership of decisions.

Empowers team’s members and delegates when relevant, and ensure adequate workload

Communicate timely and efficiently with the team to ensure collective knowledge of program strategy, objectives and implementation plan.
