TEAM PURPOSE: The Oxfam team in Lebanon implements integrated humanitarian, development and policy interventions in line with Oxfam’s country strategy for Lebanon as relevant to Beirut Mount Lebanon, the Bekaa North , and South Lebanon areas, including protection & governance; cash assistance and economic development/livelihood; WASH/water governance with a focus on partnerships. The humanitarian pillar, in particular, ensures that marginalized women and men of all nationalities and statuses are able to have safe access to WASH, attain their rights to life, security, protection and basic assistance, and that they are enabled to support their own basic needs, develop their livelihoods, all in a manner that respects and maintains their dignity.

JOB PURPOSE: The Public Health Promotion Assistant will support the implementation of Public Health Promotion activities under the supervision of the Public Health Promotion Officer. The role includes supporting hygiene promotion activities and awareness sessions, overseeing distributions of hygiene, MHM, baby kits and other non-food items, collecting and maintaining accurate beneficiary data and supporting documentation, and facilitating referrals and community engagement activities. The position will be based in South Lebanon with regular travel to programme locations and target communities as required by Oxfam.

Programme and Reporting

  • Support the implementation of Public Health Promotion (PHP) activities in targeted areas and Collective Shelters under the supervision of the Public Health Promotion Officer.
  • Support the organization and implementation of distributions of hygiene kits, MHM kits, baby kits, and other non-food items (NFIs), ensuring distributions are conducted in a safe, accountable, and dignified manner.
  • Ensure accurate collection, verification, and compilation of beneficiary data and supporting documentation, including distribution lists, attendance sheets, monitoring forms, and referral records.
  • Maintain proper filing, documentation, and archiving of all programme-related records in line with Oxfam and donor compliance requirements.
  • Facilitate hygiene promotion and awareness sessions for affected communities on key public health, hygiene, and safe practices topics.
  • Distribute and explain Information, Education and Communication (IEC) materials to beneficiaries and community members.
  • Support the identification of vulnerable individuals and facilitate referrals to relevant services and actors, while ensuring confidentiality and adherence to referral pathways.
  • Conduct regular follow-up and maintain communication with beneficiaries, community focal points, and affected populations, with particular attention to vulnerable groups.
  • Support and participate in assessments, surveys, post-distribution monitoring (PDM), monitoring calls, and field visits to identify needs, gaps, and feedback from communities.
  • Participate in the selection, engagement, and regular meetings with community  and Collective Shelters focal points and community groups.
  • Support consultations and coordination with community members, local stakeholders, and project participants to ensure community engagement and accountability.
  • Assist in implementing hygiene campaigns, awareness events, and other community mobilization activities.
  • Monitor activities in the field and promptly report challenges, complaints, protection concerns, or irregularities to the Public Health Promotion Officer.
  • Liaise and coordinate with other agencies and stakeholders at field level when required and under the guidance of the line manager.
  • Ensure adherence to Oxfam policies, safeguarding principles, accountability standards, and humanitarian principles throughout project implementation.

 

MEAL

  • Support post-distribution monitoring, baseline and endline activities (including data collection)
  • Support baseline, endline, and post-distribution monitoring (PDM) activities, including accurate data collection and beneficiary follow-up.
  • Conduct regular field monitoring visits to programme locations and report findings, observations, challenges, and feedback to the line manager.
  • Support the management of accountability communication channels, including the accountability phone line and WhatsApp channels, in coordination with the designated focal point.
  • Receive, document, and handle feedback, complaints, and enquiries from beneficiaries in a confidential and respectful manner.
  • Support the referral, tracking, follow-up, and closure of feedback and complaints through the “Your Word Counts” system and ensure timely sharing with relevant teams for action.
  • Ensure proper documentation, filing, and confidentiality of all MEAL and accountability-related records and information.

Desirable

  • Experience coordinating with contractors
