TEAM PURPOSE: The Oxfam team in Lebanon implements integrated humanitarian, development and policy interventions in line with Oxfam’s country strategy for Lebanon as relevant to Beirut Mount Lebanon, the Bekaa North, and South Lebanon areas, including protection & governance; cash assistance and economic development/livelihood; WASH/water governance with a focus on partnerships. The humanitarian pillar, in particular, ensures that marginalized women and men of all nationalities and statuses are able to have safe access to WASH, attain their rights to life, security, protection and basic assistance, and that they are enabled to support their own basic needs, develop their livelihoods, all in a manner that respects and maintains their dignity. JOB PURPOSE: The Senior Public Health Engineer Officer will play a key role in Oxfam’s emergency response in South Lebanon, supporting the implementation of integrated WASH interventions for conflict-affected populations, returnees, IDPs, and vulnerable communities. The role will lead and supervise the delivery of public health engineering activities, including emergency water supply support, water trucking, rehabilitation and upgrading of water systems and WASH facilities, installation of emergency sanitation infrastructure, operation and maintenance support, and technical assessments for rehabilitation and construction works. The position will ensure that all activities are implemented according to Oxfam and donor technical standards, within agreed timelines and budgets, while maintaining strong coordination with local authorities, service providers, partners, and the South Lebanon Water Establishment. The Senior Public Health Engineer Officer will also oversee site supervision, preparation of technical designs and BOQs, contractor and partner follow-up, quality assurance, health and safety compliance, and the day-to-day management and capacity building of PHE staff, while contributing to emergency preparedness and rapid response activities across Oxfam’s areas of operation.

KEY RESPONSIBILITIES (Technical, Management, Coordination and Programme Implementation)

Support the management of accountability communication channels, including the Lead and supervise the implementation of WASH activities across emergency and rhumanitarian WASH interventions, ensuring quality, timeliness, compliance with donor and Oxfam standards, and alignment with project objectives.

Provide direct management, technical oversight, mentoring, and capacity building to PHE Officers, Assistants, and partner technical staff, including performance management and day-to-day supervision.

Plan, monitor, and oversee engineering activities, including rehabilitation and upgrading of water systems, emergency water supply support, sanitation facilities, water trucking operations, solarization works, and operation and maintenance interventions.

Conduct technical assessments, site inspections, needs assessments, and community consultations; analyse findings and prepare technical recommendations, BOQs, designs, and implementation plans for WASH infrastructure works.

Ensure effective site supervision systems are in place, including quality assurance, contractor follow-up, adherence to health and safety standards, progress tracking, and documentation of works.

Lead coordination and communication with municipalities, Water Establishments, local authorities, contractors, service providers, humanitarian actors, and partners to support efficient implementation and avoid duplication.

Support emergency preparedness and rapid response activities, including the design and installation of emergency WASH facilities and immediate response interventions for conflict-affected populations, IDPs, returnees, and vulnerable communities.

Ensure accountability to affected populations through regular community engagement, consultations, information sharing, and incorporation of community feedback into programme implementation, with particular attention to vulnerable and marginalized groups.

Contribute to programme planning, procurement planning, spending tracking, monitoring, reporting, MEAL processes, and documentation of lessons learned and programme achievements.

Ensure integration of humanitarian principles, protection, gender, inclusion, safeguarding, and accountability standards across all PHE activities and support continuous learning and programme quality improvement.

Represent Oxfam in relevant WASH coordination meetings, technical working groups, and external engagements as requested.

Civil, Mechanical or Environmental Engineering degree qualified (or other relevant qualification) and have a strong background working with in the construction environment, ideally working in detailed knowledge of setting out procedures, dimensional drawings, and site supervision procedures. Experience could substitute for a formal qualification, but not vice versa

3+ years working in Lebanon in the Humanitarian/Development Sector

Team and site project management experience.

Good written and verbal communication, verbally and in writing (Arabic and English)

The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations. Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions possibly senior government levels is important.
