• Technical and financial offers must be submitted separately.

Each proposal must include one sealed envelope containing two separate envelopes:

• Envelope 1: Technical Proposal

1. Company / individual profile
2. Entity registration certificate
3. Commercial circular showing authorized signatory
4. Copy of owner/CEO ID
5. Signed tender document

• Envelope 2: Financial Proposal

6. Fully completed financial offer form
7. Pricing shall include fuel, driver salary, maintenance, and insurance.

SECTION D: BID EVALUATION

SUBMISSION OF BID – PAPER SUBMISSION

In case of submission of a hard copy, the procedure shall be as follows:

• Bids must be submitted to the following office:
CEWU Office: Miniara-Main Road- behind Ashta w Assal Restaurant -Joud Bldg-1st floor

• Bids must be submitted in one sealed outer envelope addressed to CEWU.

• The outer envelope must clearly indicate the tender reference number:
TB/CEWU/TRANSPORT/2026

• All supporting documents must be placed in separate clearly labeled inner envelopes.

IMPORTANT
• The Technical Proposal and Financial Proposal must be submitted in separate envelopes.
• Failure to comply with this requirement may result in disqualification.
