  1. Purpose of the role

Reporting to the Country Security Manager, the Security Officer support the effective implementation of safety and security management across WeWorld operations in South Lebanon, with a current focus on Saida and Jezzine District, and potential expansion to other areas including Tyre and Nabatieh. The role focuses on the operational follow-up of security procedures, movement control, coordination, and field-level implementation of safety measures.

The Security Officer contributes to ensuring a safe working environment for staff and partners by monitoring the security context, supporting risk analysis, facilitating access, and strengthening coordination with relevant stakeholders. The role also acts as the security focal point for the consortium project, facilitating security-related coordination and information sharing among partners and providing advice when required.

The Security Officer will be based in the South (Saida) and will be required frequent travels to WeWorld’s Areas of Intervention on regular basis.

  1. Main functions and duties

Security Management & Implementation

  • Act as the security focal point for South Lebanon operations under the supervision of the Country Security Manager.
  • Support the implementation and follow-up of all safety and security policies, procedures, and SOPs.
  • Monitor the security situation on a daily basis and provide timely updates, alerts, and recommendations.
  • Support response to incidents, emergencies, and crisis situations when required.
  • Ensure the availability, functionality, and regular follow-up of safety and security equipment across offices, guesthouses, and vehicles (e.g., fire extinguishers, first aid kits, hibernation/emergency kits, visibility items, and other safety equipment).
  • Conduct regular checks and coordinate maintenance/replacement of safety and security equipment to ensure compliance with organizational safety standards and operational readiness.

Movement Control & Field Operations

  • Monitor, validate, and follow up on all staff movements in line with internal procedures.
  • Provide security clearance (“green light”) for field missions based on contextual risk analysis.
  • Ensure effective use of movement tracking systems (including WhatsApp groups) and timely communication.
  • Maintain oversight of staff movements before, during, and after field activities.
  • Coordinate closely with field teams to ensure safe and timely implementation of activities.

Risk Analysis & Reporting

  • Collect, verify, and analyze security-related information from multiple sources.
  • Track incidents and identify trends affecting operations in the South.
  • Support the development and update of Security Risk Assessments (SRAs).
  • Prepare and share regular and ad hoc security updates, reports, and briefings.

Training, Induction & Capacity Building

  • Deliver security briefings to staff (national and international).
  • Conduct security inductions for new staff within required timelines.
  • Provide ongoing awareness sessions and refreshers on safety and security procedures.
  • Ensure staff understanding and compliance with SOPs and security protocols.

Coordination, Liaison & Representation

  • Act as liaison with local authorities, municipalities, and security actors to facilitate safe access and movements.
  • Maintain strong working relationships with NGOs and security counterparts.
  • Regularly attend and actively participate in security coordination meetings (e.g., INSO, UNDSS, NGO forums).
  • Represent the organization in security-related discussions and ensure internal information sharing.
  • Support coordination with security forces (e.g., LAF) for movement facilitation and operational follow-up.
  • Ensure continuous coordination with internal departments (Programs, Logistics, Field Teams).

Communication & Information Sharing

  • Share security alerts, updates, and advisories through official channels (e.g., WhatsApp groups, emails).
  • Ensure timely and clear communication to support operational decision-making.
  • Maintain structured internal information flow on security developments.

Other Duties

  • Support the update of Security Plans, Contingency Plans, and SOPs.
  • Carry out other related activities as assigned by the Country Security Manager as deemed necessary.
  1. Skills & Competencies and Requirements
  • Strong knowledge and proven experience in safety and security management, including risk analysis, incident monitoring, and implementation of SOPs and contingency plans, combined with in-depth knowledge of the South Lebanon context (including Saida, Jezzine, Tyre, and Nabatieh), and demonstrated understanding of local geography, political dynamics, security actors, and conflict sensitivities
  • Proven experience in field security operations, including risk assessment, access coordination, movement control, and real-time operational decision-making.
  • Solid analytical and reporting skills, with the ability to collect, interpret, and communicate security information clearly and in a timely manner.
  • Strong coordination and networking skills with local authorities, security actors, NGOs, and coordination platforms (e.g., INSO, UNDSS).
  • Excellent communication and interpersonal skills, with the ability to work effectively with diverse teams and stakeholders.
  • Ability to work under pressure and respond effectively to emergencies in dynamic and volatile contexts.
  • High level of professionalism, integrity, and responsibility, with the ability to work independently while maintaining close coordination with the line manager.
  • Bachelor’s degree in Political Science, International Relations, Security Management, Social Sciences, Law, Business Administration, or any other related field.
  • Proficiency in Microsoft Office and ability to produce structured reports and briefings in English.
  • Fluency in Arabic and English (written and spoken) is required.
  • Minimum 2–4 years of relevant experience in safety and security within (I)NGOs or similar environments.
  • Valid Lebanese driving license with at least 1–2 years of driving experience.
  • Availability and flexibility to respond to security needs outside of regular working hours, including evenings, weekends, and during emergencies or critical situations.
