1. Background
Justice Without Frontiers (JWF) is a non-governmental organization committed to supporting vulnerable and marginalized communities through protection, legal empowerment, and humanitarian assistance initiatives.
As part of its operational and programmatic activities, JWF organizes field activities, community engagements, and outreach sessions requiring the provision of food and refreshment items to support participants and staff during implementation.
2. Objective
The objective of this procurement is to identify a qualified supplier for the provision and delivery of food and refreshment items in accordance with the quantities and specifications outlined below, ensuring quality, hygiene, value for money, and timely delivery.
3. Scope of Work
The selected supplier will be responsible for:
- Supplying food and refreshment items as per required specifications and quantities.
- Ensuring all products are fresh, properly packaged, and meet basic food safety and hygiene standards.
- All products must have a minimum shelf life of at least six (6) months at the time of delivery, ensuring that no near-expiry items are accepted.
- Providing different brand options for each item where applicable.
- Delivering items to JWF-designated locations in Beirut or other specified areas.
- Ensuring timely delivery according to agreed schedules.
- Replacing any damaged, expired, or non-compliant items upon request.
- Coordinating closely with JWF focal points for order confirmation and delivery arrangements.
4. Required Items and Quantities
The supplier is expected to provide the following items:
- Water: 717 packs – of 12
- Wafer: 200 Pcs
- Juice: 200 Pcs
- Energy nuts: 200 Pcs
- Biscuits: 700 Box - of 8 packets
- Lukum (500g packs): 700 packs
- 3-in-1 coffee: 15 packs
- 2-in-1 coffee: 15 packs
- Black coffee: 15 packs
- Coffee Mate (bag/container): 15 units
- Tea sachets: 15 packs
- Sugar cubes: 15 packs
5. Deliverables
The selected supplier shall deliver:
- All items listed above in full quantities.
- Items compliant with agreed specifications, quality, and packaging standards.
- Proper delivery notes and invoices for each batch delivered.
- Replacement of any non-conforming or damaged items upon request.
- Items properly packed for safe transport and storage.
6. Required Qualifications of Supplier
The supplier should demonstrate:
- Proven experience in supplying food and beverage items to organizations, institutions, or NGOs.
- Ability to provide high-quality, fresh, and properly stored consumables.
- Compliance with basic food safety and hygiene standards.
- Reliable delivery capacity within Beirut and surrounding areas.
- Capacity to fulfill bulk orders within short notice if required.
- Valid commercial registration and compliance with national trade regulations.
7. Delivery Timeline
Delivery schedules will be agreed upon with JWF following contract signature. The supplier must demonstrate flexibility to deliver according to JWF operational needs.
8. Reporting and Coordination
The supplier will coordinate directly with designated JWF focal points for order confirmation, delivery scheduling, and receipt verification.
All deliveries will be subject to inspection and approval by JWF upon receipt.
9. Submission Requirements
Interested suppliers are requested to submit:
- Company profile.
- Technical and financial quotation including a detailed breakdown per item.
- List of available brand options per item (where applicable).
- Unit prices for each brand/type option, including total cost per item and overall total.
- Specification of product size, packaging, and quality grade.
- High-quality pictures of each proposed item, clearly showing brand, packaging, and product type (either embedded in the quotation or attached as a catalogue).
- Valid commercial registration.
- List of previous relevant clients or contracts (if available).
- Contact details of responsible representative.
- Suppliers must ensure that all proposed products comply with a minimum expiry date of six (6) months from the delivery date, and confirm this in their technical offer.
