التعليمات الموجهة إلى المورد المحتمل:

• يجب على العارض مراجعة طلب عرض الأسعار (RFQ) بعناية والالتزام بجميع أحكامه وشروطه، كما يجب توقيعه وختمه أصولًا وتقديمه ضمن العرض.
• يُعتبر قيام المورّد بختم الملحق (A) دون إبداء أي ملاحظات أو تحفظات محددة، وذلك بالتزامن مع تقديم كافة أوراق البيانات الفنية المطلوبة، بمثابة قبول كامل لجميع المواصفات الواردة فيه. أما في حال عدم تقديم أوراق البيانات الفنية المطلوبة، فلا يُعتبر الختم وحده كدليل على القبول الكامل بالمواصفات.
• يجب على العارضين تقديم نشرات/بيانات فنية مفصلة وواضحة لجميع البنود المقترحة، بما يثبت مطابقتها للمواصفات الفنية المطلوبة.
• في حال عدم تسجيل الشركة في ضريبة القيمة المضافة، يجب عدم إدراجها ضمن العرض المالي، وسيتم احتسابها عند التقييم المالي إن وجدت.
• في حال طلب دفعة مسبقة، يجب توضيح ذلك بشكل صريح في العرض المالي (الملحق B)، وسيؤخذ بعين الاعتبار أثناء التقييم
•  يجب أن يكون المورّد شركة مسجلة أصولاً في لبنان، وتحمل سجل تجاري ورقم مالي ساريي المفعول، مع تقديم المستندات الداعمة. وفي حال خضوعه لضريبة القيمة المضافة، يجب تقديم رقم تسجيل ضريبي صالح.
• يتوجب على العارضين المراجعة والالتزام الكامل بمتطلبات التقييم الواردة في القسم 7-B، بما في ذلك المتطلبات الإلزامية ومعايير التقييم الفني.

المستندات القانونية المطلوبة:

• إذاعة تجارية
• شهادة تسجيل مؤسسة
• شهادة تسجيل في ضريبة القيمة المضافة (إن وجدت)

Instructions for Potential Supplier:

• The Request for Quotation (RFQ) shall be carefully reviewed and adhered to in all its provisions and must be duly signed and stamped and submitted by the bidder.
• The supplier’s act of stamping Annex (A) without providing specific comments or reservations, together with the submission of all required data sheets, shall be considered as full acceptance of all specifications listed therein. In the absence of the required data sheets, the stamp alone shall not be considered as evidence of full acceptance of the specifications.
• Bidders shall provide detailed and clear data sheets for all proposed items, demonstrating their compliance with the required technical specifications.
• In case the bidding company is not registered for Value Added Tax (VAT), VAT must not be included in Annex (B) – Financial Offer. Any applicable VAT will be considered during the financial evaluation.
• In case an advance payment is requested, please clearly indicate it in the Financial Offer - (Annex B), as it will be considered as part of the evaluation criteria.
• The supplier must be a legally registered company within the Republic of Lebanon, holding a valid commercial license and a fiscal number, and must provide supporting documentation to confirm this. If the supplier is subject to Value Added Tax (VAT), a valid VAT registration number must be provided.
• Bidders shall carefully review and fully comply with the evaluation requirements set forth in Section 7-B, including the Mandatory Requirements and Technical Evaluation Criteria.

Each company/bidder must submit the following administrative documents:

• Commercial Circular (إذاعة تجارية),
• Establishment Registration Certificate (شهادة تسجيل مؤسسة)

VAT Registration Certificate (if applicable). (شهادة تسجيل في الضريبة)
