Senior WASH Officer - Bekaa with frequent travel to BML

Key Responsibilities:

 

  1. Project Implementation & Field Supervision:
    • Support the planning and implementation of WASH project activities in accordance with approved work plans, budgets, technical standards, and project timelines.
    • Coordinate and follow up on day-to-day project activities to ensure timely and efficient implementation.
    • Support the Project Manager in developing implementation plans, activity schedules, and implementation trackers.
    • Monitor implementation progress and proactively identify operational bottlenecks, proposing appropriate solutions to ensure the timely achievement of project targets.
    • Ensure that project activities are implemented in line with approved methodologies, beneficiary selection criteria, and donor requirements.
    • Support emergency WASH response activities, including hygiene promotion, non-food item (NFI) distributions, and interventions in collective shelters, as required.

 

  1. Technical Supervision and Field Monitoring:
    • Conduct regular field visits to project sites to monitor implementation progress and ensure adherence to approved technical specifications.
    • Support technical assessments, site inspections, needs assessments, and post-intervention monitoring activities.
    • Supervise the implementation of WASH infrastructure interventions, including rehabilitation and construction works related to water networks, pumping stations, water treatment systems, solar-powered water systems, and other WASH facilities.
    • Follow up with contractors, suppliers, and field teams to ensure activities are implemented according to agreed plans, technical standards, and contractual obligations.
    • Monitor the functionality and sustainability of completed interventions and report any identified gaps or maintenance needs.
  2.  Stakeholder Coordination and Representation
    • Coordinate regularly with municipalities, water establishments, community representatives, contractors, and other relevant stakeholders to facilitate effective project implementation.
    • Participate in meetings, site visits, and coordination forums as delegated by the Project Manager.
    • Liaise with internal departments, including procurement, logistics, finance, and MEAL teams, to ensure effective communication and smooth implementation of project activities.
    • Promote community engagement and ensure that beneficiary feedback and concerns are appropriately documented and addressed through established accountability mechanisms.

D. Procurement and Operational Follow-up

    • Support the preparation of procurement requests, technical specifications, Bills of Quantities (BoQs), and scopes of work related to WASH activities.
    • Coordinate with procurement, logistics, and finance departments to facilitate the timely acquisition and delivery of goods, services, and works required for project implementation.
    • Monitor the utilization and distribution of project materials and supplies to ensure accountability and appropriate use of resources.
    • Participate in the technical review and evaluation of supplier and contractor submissions, when required.

E. Monitoring, Reporting, and Documentation

    • Develop and maintain implementation tracking tools, including activity trackers, work plans, Gantt charts, and monitoring dashboards.
    • Monitor project progress against established indicators, implementation schedules, and expenditure plans, and promptly flag any deviations.
    • Prepare weekly updates, field visit reports, and contribute to the preparation of monthly, interim, and final donor reports.
    • Ensure that all project records and supporting documentation are properly maintained, filed, and readily available for audits, donor monitoring visits, and internal review processes.
    • Collect, compile, and verify project data to support accurate reporting, evidence-based decision-making, and effective project management.

 

 

Quality Assurance, Compliance, and Risk Management

  • Ensure that all project activities are implemented in compliance with HAND policies and procedures, donor regulations, humanitarian principles, and applicable technical standards.
  • Promote adherence to safeguarding, accountability, protection mainstreaming, and Prevention of Sexual Exploitation and Abuse (PSEA) principles throughout project implementation.
  • Conduct routine quality assurance checks to verify that interventions meet approved standards and technical specifications.
  • Identify operational, environmental, health and safety, and security risks that may affect project implementation and support the development and implementation of appropriate mitigation measures.
  • Contribute to the maintenance and regular updating of project risk registers and contingency plans.

Team Support and Capacity Strengthening

  • Provide technical guidance and day-to-day support to WASH staff, field officers, volunteers, and community workers involved in project implementation.
  • Facilitate knowledge sharing and contribute to strengthening the capacity of project staff on WASH standards, monitoring tools, accountability mechanisms, and implementation procedures.
  • Promote effective teamwork, communication, and collaboration within the project team.

Qualifications and Requirements

  • Bachelor's degree in Civil, Mechanical, or Environmental Engineering, Public Health, Humanitarian Studies, Development Studies, or any other relevant field.
  • Minimum of 5 years of relevant professional experience in WASH programming within humanitarian or development settings, preferably with displaced populations and vulnerable communities.
  • Demonstrated experience in coordinating and following up on WASH project implementation, including infrastructure-related interventions.
  • Experience working with municipalities, water establishments, contractors, suppliers, and community stakeholders.
  • Familiarity with procurement processes, project planning, implementation tracking, monitoring, and donor reporting requirements.
  • Knowledge of humanitarian principles, Sphere standards, accountability frameworks, safeguarding, and PSEA requirements.
  • Proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint, and familiarity with mobile data collection platforms.
  • Strong organizational, analytical, coordination, problem-solving, and interpersonal skills.
  • Excellent written and verbal communication skills in both Arabic and English.
  • Ability to manage multiple priorities and work effectively under pressure in dynamic environments.

Other Duties

  • Perform any other duties related to the position as assigned by the Project Manager to support the effective implementation of project activities.
  • Participate in field coordination meetings, sector meetings, site visits, joint assessments, and technical discussions when delegated by the project manager.
  • Willingness and ability to travel frequently within the areas of intervention.
