Logistics and HR Assistant

National Institution for Social Care and Vocational Training NISCVT has a zero-tolerance policy with regard to Sexual Exploitation and Abuse. National Institution for Social Care and Vocational Training (NISCVT Beit Atfal Assumoud) is a humanitarian NGO working with the Palestinian communities in Lebanon since 1976 in development and emergency response. NISCVT’s mission is to contribute to the development of the Palestinian community in Lebanon through various projects and services addressing the needs of the whole family focusing on education, community, economic development and VTCs, health and relief including psychosocial support.

Background of the project:

The Enhancing Quality Inclusive Education (EQIE) Project aims to improve access to safe, inclusive, and quality education opportunities for vulnerable children in Palestinian camps and gatherings. The project focuses on strengthening teaching and learning through teacher training, mentoring, and inclusive educational support. EQIE also promotes children’s well-being by integrating psychosocial support (PSS), play-based learning, and protective approaches within learning environments.

The project seeks to enhance teaching quality, improve students’ learning outcomes, and foster supportive and inclusive classroom environments that respond to children’s academic and psychosocial needs.

Teachers play a key role in enhancing teaching quality and improving learning outcomes across the EQIE project for school-aged children in Grades 1 to 4 who have difficulty with Arabic and English. Purpose of the Position

The Logistics and HR Assistant support the efficient implementation of organizational activities by providing logistics support (70%) and human resources assistance (30%). The position ensures smooth procurement, asset management, transportation, and administrative operations while supporting HR processes in accordance with organizational policies and procedures. The Logistics and HR Assistant reports directly to the Finance Manager.
The position maintains a dotted-line relationship with the HR Coordinator for all human resources-related functions.

Key Responsibilities

A. Logistics and Administration (70%)

Procurement and Supply Chain

  • Assist in the procurement process, including collecting quotations, preparing comparison sheets, and following up with suppliers. Ensure procurement files are complete and properly documented.
  • Monitor the delivery of goods and services and verify compliance with specifications.
  • Maintain an updated supplier database.

Inventory and Asset Management

  • Maintain accurate inventory and asset records.
  • Conduct regular physical inventory checks and asset verification in coordination with Center Directors
  • Ensure proper labeling and tracking of organizational assets.
  • Prepare inventory and asset reports as required.

Transportation and Fleet Support

  • Coordinate staff transportation and vehicle scheduling.
  • Monitor vehicle usage, maintenance schedules, insurance, and registrations.
  • Maintain vehicle logbooks and fuel consumption records.

Logistics and Operational Support

  • Support the organization of meetings, workshops, training sessions, and events.
  • Coordinate venue arrangements, materials, equipment, and logistics requirements.
  • Ensure timely distribution of supplies to centers and project locations.
  • Maintain proper filing and archiving of logistics documents.

B. Human Resources Support (30%)

Recruitment and Onboarding

  • Assist in advertising vacancies and collecting applications.
  • Schedule interviews and communicate with candidates.
  • Support the onboarding process for newly recruited staff.
  • Maintain and update personnel files in compliance with organizational requirements.
  • Assist in preparing employment contracts, amendments, and HR documentation.
  • Track staff attendance, leave requests, and related records.
  • Maintain HR databases and staff records.
  • Support the preparation of HR reports and staff lists.
  • Ensure confidentiality of employee information and records.

 

Qualifications and Experience

  • Bachelor's degree in Business Administration, , Logistics, Management, or a related
  • 2-3 years of relevant experience in logistics, administration, or HR support

• Experience supporting procurement, asset management, logistics coordination, or HR processes is preferred.

  • Experience in NGOs or humanitarian organizations is an asset.
  • Strong organizational and time-management skills.
  • Good communication and interpersonal skills.
  • Proficiency in Microsoft Office applications (Word, Excel, Outlook).
  • Ability to work under pressure and manage multiple tasks simultaneously.
  • Fluency in Arabic and good command of English.
