Short Bio
Jaafar is a legal and human rights professional with nearly a decade of experience working alongside civil society and humanitarian actors to advance protection and accountability in conflict-affected settings. He has supported grassroots, feminist, and community-based organizations across the Middle East through inclusive programming, strategic advocacy, and multi-stakeholder coordination. Jaafar’s work has focused on rights-based approaches that center marginalized voices and strengthen civil society’s role in transitional justice, protection, and humanitarian response. His background includes roles with the International Humanitarian Law Centre, the International Commission on Missing Persons, Oxfam, and the European Centre for Democracy and Human Rights.
Experience with the Civil Society
Jaafar has extensive experience working with civil society organizations across the Middle East, including grassroots, feminist, and community-based groups. At Oxfam, he led a network of CSOs advocating for labor rights in Lebanon, fostering collaboration and inclusive representation. At the International Humanitarian Law Centre, he supported humanitarian actors by developing tools and facilitating capacity-building to strengthen protection and rights-based programming. With the International Commission on Missing Persons, he supported Syrian victims’ associations and families of the missing in accountability efforts and policy engagement. Throughout his roles, Jaafar has emphasized participatory approaches, co-created advocacy strategies with partners, and worked to strengthen civil society’s capacity to promote rights and protection in complex environments.
