The May 2016 World Humanitarian Summit brought together 9,000 participants. They came from 180
Member States, included 55 Heads of State and Government, 700 NGOs and CSOs, of which 350 national and
local ones, and 250 international ones, 350 representatives of the private sector, 130 representatives of the
UN agencies, funds and programmes and other stakeholders including academia, faith-based leaders, and
media. It was a culmination of an almost a two-years long multi-stakeholder process, costing millions of
dollars.

The World Humanitarian Summit(WHS) consultation process opened the space for voices of local and national actors about their experience of the global humanitarian system and its impact locally. As part of the preparations for the WHS in 2016, the High-Level Panel on Humanitarian Financing sought solutions to close the humanitarian financing gap. Their report made recommendations to shrink the needs, deepen and broaden the resource base for humanitarian action, and to improve delivery.

أتاحت المشاورات في مؤتمر القمة العالمي للعمل الإنساني (WHS) المجال لسماع أصوات الجهات الفاعلة المحلية والوطنية حول تجاربهم بالنظام الإنساني العالمي وتأثيره المحلي عليهم. وكجزء من الاستعدادات لمؤتمر القمة العالمي للعمل الإنساني في عام 2016، سعى فريق الخبراء رفيع المستوى المعني بتمويل الشؤون الإنسانية إلى تحديد سبل لسد فجوة التمويل الإنساني. وقدّم تقرير الفريق توصيات لتقليص الاحتياجات، وتعميق وتوسيع قاعدة الموارد للعمل الإنساني، وتحسين التسليم.

The Covid19 pandemic has extensively and adversely impacted the aid architecture, at a time when the lifesaving assistance to population facing natural disasters or protracted crises is most needed. Local organisations are facing further marginalisation at a time when they are at the forefront of the response, be it Covid19 health response or economic or other crises caused during this period.
