Critical funding shortfalls are forcing the United Nations World Food Programme (WFP) to significantly scale back its operations in Syria. WFP has reduced its emergency food assistance by 50 percent, from 1.3 million people to 650,000 in May, and halted a nationwide bread subsidy programme that has supported millions daily.

The current crisis is exacerbating long-term vulnerabilities, reversing previous development gains, and leading to increasingly visible humanitarian needs among the most vulnerable people.

Members of the Collective of Social Protection Experts, are writing to the World Bank concerning the latest agreement on a loan for the Emergency Social Safety Net (ESSN).

In light of our previous statements that have repeatedly voiced the importance and urgency of universal social protection, we, the collective of social protection experts, maintain that subsidisation or de-subsidisation are not the solutions for addressing long lasting inequality and inequity in the country. In the current crises that Lebanon is witnessing, we reiterate the urgency to enact a comprehensive universal social protection framework, based on a social contract, and guaranteeing protection for all during their life-cycle.
