م.ع هو مواطن سوري الجنسية، طالب لجوء. في 22 أيلول 2023، اعتقله عناصر من جهاز أمن الدولة اللبنانية من منزله في مخيم الرحمة في البقاع شرق لبنان. واتهم بمخالفة قواعد الإقامة في لبنان.

بتاريخ 3 تشرين الأول 2023، صدر حكم عن محكمة جنايات زحلة بتغريمه عشرين مليون ليرة لبنانية بالإضافة إلى ترحيله إلى سوريا. بتاريخ 6 تشرين الأول 2023، نُقل إلى الأمن العام في زحلة.

ويخشى أن يتم ترحيله إلى سوريا حيث قد يتم القبض عليه تعسفياً ويتعرض للتعذيب.

The case of M.A

M. A, is a Syrian seeker asylum. On 22 September 2023, he was arrested by the Lebanese State Security Forces from his home in Al Rahma Camp in Bekaa, east of Lebanon. He was accused of violating the rules of residency in Lebanon.

On 3 October 2023, a sentence was issued by the Criminal Court of Zahle which fined him with twenty millions of Lebanese Lira in addition to deportation to Syria. On 6 October 2023, he was transferred to General Security in Zahle.

He fears to be deported to Syria where he might be arrested arbitrarily and subjected to torture.

On Aug. 10, 2023, two boats, each carrying 110 migrants, departed Lebanon's northern shore in Akkar, attempting to irregular sea journey across the Mediterranean toward Italy. The Lebanese Army thwarted one of the boats, while the other one managed to cross into regional waters. Among the 110 migrants are 37 children, 14 women and 59 men, around 90 percent of whom are Syrians.

في 10 آب 2023، غادر قاربان، يحمل كل منهما 110 مهاجرين، الشاطئ الشمالي للبنان في عكار، في محاولة للقيام برحلة بحرية غير نظامية عبر البحر الأبيض المتوسط باتجاه إيطاليا. وأحبط الجيش اللبناني أحد الزورقين، فيما تمكن الآخر من العبور إلى المياه الإقليمية. ومن بين المهاجرين الـ110، هناك 37 طفلاً و14 امرأة و59 رجلاً، حوالي 90 بالمئة منهم سوريون.

Abdul Hadi Abdul Bari Al-Othman is a Syrian registered as an asylum-seeker with the UNHCR in Lebanon since 2013. He resides in Koura-Tripoli, Lebanon. In May 2023, he was arrested in Tripoli on charges related to theft. On July 20, 2023, the Indictment Chamber in North Lebanon decided to release him. However, he was transferred to the retention center of the General Security in Beirut, and has been detained since then.

عبد الهادي عبد الباري العثمان سوري مسجل كطالب لجوء لدى مفوضية الأمم المتحدة لشؤون اللاجئين في لبنان منذ عام 2013، مقيم في الكورة-في طرابلس، لبنان. في أيار 2023، أعتقل في طرابلس شمالي لبنان بتهمة تتعلق بالسرقة. في 20 تموز 2023، قررت الهيئة الإتهامية في الشمال بالإفراج عنه. لكنه أحيل إلى مركز الإحتجاز في الأمن العام في بيروت، ومنذ ذلك الحين لا يزال معتقلاً.

بمناسبة السادس والعشرين من حزيران اليوم العالمي لمساندة ضحايا التعذيب، نظم مركز سيدار للدراسات القانونية بالتعاون مع ميديكو إنترناشيونال طاولة مستديرة في فندق روتانا – بيروت لمناقشة الانتهاكات والاطلاع على آخر مستجدات قانون ٦٥/٢٠١٧ المعني في معاقبة التعذيب، والمادة ٤٧ من قانون أصول المحاكمات الجزائية لجهة حقوق الموقوف وحضور المحامي، والمادة ٣٢ أصول محاكمات جزائية لناحية مهل التوقيف الاحتياطي لدى الضابطة العدلية.

Joint Statement to the Lebanese Authorities on On the International Day in Support of Victims of Torture.

This open letter has been prepared in a coordinated effort by the below-signed civil society and non-governmental organizations with the aim of calling on UNHCR to increase cooperation and transparency with local organizations to adequately respond to the alarming deportations of Syrian refugees from Lebanon to Syria.

The Sixth of February was declared a Global Day of CommemorAction for the Dead, Missing, and Forcefully Disappeared at Sea and the Borders.

On this occasion, the below-mentioned local and international civil society organizations call upon all to remember the tragedies of those who have died and went missing while attempting to cross seas and borders all over the world, particularly undocumented migrants who have suffered tragic fates while trying to leave Lebanon during the past few years.

يصادف يوم 6 شباط من كل عام اليوم العالمي لإحياء ذكرى الموتى والمفقودين والمختفين قسراً في البحار وعلى الحدود.

وإزاء ذلك تداعى عدد من منظمات المجتمع المدني المحلية والدولية للتذكير إبان هذه المناسبة بمآسي الذين فقدوا في البحار وعلى الحدود في العالم، ولاسيما الذين عانوا من مصائر مأساوية خلال مغادرتهم لبنان بطريقة غير موثقة في السنوات القليلة الماضية.

On 26 December 2022, Cedar Centre joined several local and international civil society organisations in seizing the UN Subcommittee on Prevention of Torture and other Cruel, Inhuman or Degrading Treatment or Punishment (SPT) and relevant UN Special Procedure mandate holders with a call for urgent action concerning the situation in Roumieh prison and other Lebanese detention centres

عمِلَت وزارة العمل بشكل غير علني وبالتعاون مع أصحاب مكاتب استقدام العاملات في الخدمة المنزلية على مسودّة عقد العمل الموحَّد الخاص بتنظيم العمل المنزلي للعاملات المهاجرات في لبنان، مستبعدين من النقاشات العاملات والجمعيات المختصّة المعنية. بعد الاطّلاع على المسودة، نعتبر أنّ هذه الخطوة هي سقطة موصوفة، تنتهك حقوق الإنسان البديهية لصالح حفنة من أصحاب المصالح المادية و”التجّار“ المتمثّلين بمكاتب استقدام العاملات المهاجرات إلى لبنان.

The Ministry of Labor has worked covertly, in coordination with owners of recruitment agencies, on a draft Standard Unified Contract and has excluded from the discussions the domestic workers and the NGOs who have a long experience in this context. After reviewing the latest draft, we consider the contract to be an absolute scandal that audaciously violates basic human rights in favor of the vested interests of a handful of “traders” embodied by the recruitment agencies in Lebanon.
