The present report provides a comprehensive assessment of the implementation of Security Council resolution 1701 (2006) since the previous report, issued on 12 July 2024 (S/2024/548).
The use of explosive weapons in the Occupied Palestinian Territories and Lebanon was so frequent that it was difficult in many cases to attribute civilian casualties to specific incidents of use, as required by the methodology for this data collection.
In light of our previous statements that have repeatedly voiced the importance and urgency of universal social protection, we, the collective of social protection experts, maintain that subsidisation or de-subsidisation are not the solutions for addressing long lasting inequality and inequity in the country. In the current crises that Lebanon is witnessing, we reiterate the urgency to enact a comprehensive universal social protection framework, based on a social contract, and guaranteeing protection for all during their life-cycle.

A group of experts convened on 21 January, 2020, to assess the social impact of the economic and financial crises, as well as their transmission channels, and to provide broad recommendations to mitigate its potential effects. The positions and recommendations of the group are presented in the following document.
