This document provides elements of discussion and pragmatic solutions to challenges in addressing GBV in the context of resistance. It does not provide clear cut answers to all questions, but intends to bring together evidence from UNRWA and results from other agencies.

In May 2014 the Lebanese authorities put in place new requirements for Palestinian refugees from Syria trying to enter Lebanon. Many of the conditions are very difficult to meet and have the effect of denying people fleeing conflict the possibility of seeking safety in Lebanon. This briefing details the restrictions facing Palestinian refugees from Syria who try to enter or stay in Lebanon, as far as these are known. It describes some of the implications for refugees and includes the accounts of several Palestinian refugees from Syria who have been directly affected.

DRC in Lebanon The Danish Refugee Council has been operating in Lebanon since September 2004.The focus of the organization has shifted over time as the country’s needs changed. DRC’s main focus in Lebanon in 2013 has been on providing emergency assistance to refugees from Syria, and on developing the capacities of hosting communities across Lebanon. Having limited legal status has direct negative consequences for Syrian refugees’ access to protection and assistance during their stay in Lebanon. The Mid-way Transition House (Al Dar) is a free, safe, supportive temporary house for women at risk or survivors of Gender Based Violence (GBV), both single women and teen adolescent girls, and women with their children. In this confidential safe environment, women can gather information and explore options with the assistance of trained, professional staff. DRC in Lebanon The Danish Refugee Council began operating in Lebanon in 2004. Since then, the organization has partnered with local and international NGOs to implement different programs that followed the country’s needs. Today, DRC’s main focus is on assisting those affected by the Syrian crisis, including refugees and members of the hosting communities. The Syrian crisis continues to provoke an ever increasing displacement across the border into Lebanon. According to the UNHCR, more than 569,000 Syrian refugees are now receiving protection and assistance from the Lebanese government, the UN and NGO’s. With no end to the crisis in sight, the number of Syrian refugees entering Lebanon is expected to rise to one million by the end of the year, posing a significant challenge to hosting communities around Lebanon.
