This report focuses on the consequences for Syrian refugees in Lebanon of not being able to access adequate health care.

In most Arab countries, family matters including Domestic Violence continue to be handled by religious courts as civil legislation does not criminalise acts of violence within the family.

Having limited legal status has direct negative consequences for Syrian refugees’ access to protection and assistance during their stay in Lebanon. Limited legal status also increases the risks of abuse and exploitation. Lebanon is not a signatory to the 1951 Refugee Convention, hence the limited legal protection for refugees and asylum seekers in Lebanon, although it is bound by the customary law principle of non-refoulement and by the obligations of the human rights treaties which it has signed and which are incorporated into its Constitution. International Medical Corps Lebanon began providing services for Syrian refugees in September 2011 in North Lebanon. The Mid-way Transition House (Al Dar) is a free, safe, supportive temporary house for women at risk or survivors of Gender Based Violence (GBV), both single women and teen adolescent girls, and women with their children. In this confidential safe environment, women can gather information and explore options with the assistance of trained, professional staff. The continuing unrest in Syria is resulting in a growing influx of Syrian refugees to Lebanon. The United Nations High Commissioner for Refugees has registered over 57,000 Syrian refugees in Lebanon (September 7, 2012) while many refugees are awaiting registration.

This report was prepared by ANND in cooperation with its member from 10 Arab countries. It is considered a result of the new direction that was followed after the revolution outbreak in the region. It is the first report of the Arab Watch for social and economic rights.

The number of Syrian refugees registered in Lebanon has more than quadrupled over the past six months. On January 1, 2013 Lebanon was hosting some 130,000 refugees; today that figure stands at more than 600,000.
