Terms of Reference Final external evaluation of the project “Access to services and empowerment of Persons with Disabilities for inclusive development in Dlail and Ruwaished, Jordan” Deadline for submission of proposals: 22nd April 2012 by midday GMT. Proposals must be sent to: Jean Bertrand Lebrun, Regional Program Director HI Middle East jblebrun@hi-me.org Catherine Dixon, Regional Technical Unit Manager, HI Middle East cdixon@hi-me.org Ahmed Ghanem, Regional Technical Coordinator Access to Services, HI Middle East, aghanem@hi-me.org Introduction Intervention target of the evaluation: The final and ex-post external evaluation will target the project “Access to services and empowerment of Persons with Disabilities for inclusive development in Dlail and Ruwaished, Jordan” implemented by Handicap International from 15th November 2009 and 30th September 2011 and funded by the Spanish Agency for International Cooperation for the Development (Agencia Española de Cooperación Internacional para el Desarrollo -AECID). Justification of the evaluation: The final evaluation is required for 2 reasons: The final evaluation is part of the AECID requirements for project with a budget over 350.000 € The final evaluation will allow identifying and analysing the results of HI intervention in two poverty pockets. This intervention started in February 2008 in Dlail (in the frame of two projects funded by the AECID) and in November 2009 in Ruwaished and including innovative components The final evaluation will provide an opportunity to identify key areas and factors for success in this kind of projects and reflect towards improvement of the action in the future. General objectives of the evaluation: The final and ex-post evaluation will provide HI, the implementing partners and the AECID with sufficient information to: make an overall independent assessment about the past performance of the project; identify key lessons and to propose practical recommendations for follow-up actions. “Its aim is to deliver a judgment on the success or failure of the intervention, the appropriateness of the strategy designed, its degree of flexibility and ability to adapt to an ever-changing reality, its effectiveness and efficiency, adaptation of the management and monitoring mechanisms applied and the results and impact achieved.”[1] Expected use and users of the evaluation: The evaluation results are expected to be used by different stakeholders involved in the project according to the different components of the project. Handicap and the AECID will potentially use recommendations related to any sectors. Main aspects expected to be considered and potentially used by national and local stakeholders are: Community Based Rehabilitation: Recommendations could provide useful information in relation to sustainability of the CBR program in Dlail, the possible development of CBR policy and strategy in Jordan, the implementation strategy of CBR in excluded areas, the role of civil society organisations and local authorities in the CBR, the relation between the Local Inclusive Development Action Plan (LICDAP) and CBR. The users of these recommendations will include The Higher Council of the Affairs of Persons with Disabilities (HCAPD), the Ladies of Dlail for People with Special Needs (LPSN) and the Ministry of Social Development. Local Inclusive Community Development Action Plan (LICDAP): Recommendations could provide useful information in relation to the process of development of the plan (including participation of different stakeholders), the results and future use and sustainability. The main users of these recommendations will include the LPSN, the Ladies of Ruwaished Association (LORA), the Local Disability Committee (LDC) in each area and the HCAPD. Day care centre of the LPSN: Recommendations could provide useful information in relation to the quality and the sustainability of the services provided. The main user of the recommendations will be the LPSN. Participatory and partnership approaches: Recommendations could provide useful information in relation to factors of successes and risk for development and implementation of partnerships both at national and local level and to the participation of persons with disabilities and other local stakeholders in the project and processes implemented. Capacity building processes: Recommendations could provide useful information both in relation to the content of the capacity building according to stakeholders and results and the process. Main users of these recommendations would be HI and the HCAPD Implementation of project in remote and excluded areas: Recommendations could provide useful information related to best strategies, approaches and key component of development project in Ruwaished. Main users of these recommendations would be the HCAPD, Ladies of Ruwaished Association and the members of Ruwaished LDC.
