COOPI has received a grant from the UNHCR for the implementation of the humanitarian Action entitled Improvement of living conditions of populations affected by Syrian unrest in Lebanonand intends to apply a portion of that grant to payments under this contract. No party other than (Contracting Authority) shall derive any rights from the grant or have any claim to its proceeds. Under no circumstances or for no reason whatsoever will UNHCR entertain any request for indemnity or payment directly submitted by the (Contracting Authority)'s contractors.”

COOPI – Cooperazione Internazionale is an humanitarian, non confessional and independent organization that fights against all kinds of poverty to make the world a better place. Founded in 1965 by Vincenzo Barbieri (Italian "father" of international volunteering), COOPI is based in Milan and it has 25 headquarters Worldwide. It works to assist populations struck by emergencies (disasters and conflicts) and to facilitate their civil, economic and social development. In 2012, COOPI managed about 48 millions euro; 94% of the funds was employed for the field projects and 6% for administrative costs. COOPI relies on the expertise of 32 employees and 47 consultants in Italy, 121 expatriates and 4.500 local operators. In 2012, COOPI reached 3,6 millions beneficiaries. COOPI is known as the “We do it NGO”. In Lebanon, COOPI has already operated and developed humanitarian projects in South Lebanon during the years 2003-2005 and now is setting up a new office in Batroun (the registration process for the recognition in Lebanon as INGO is in progress).In response to the influx of Syrian refugees in Lebanon, COOPI is going to implement a multi-sectoral relief program in Lebanon. The program will provide assistance to Syrian refugees and host communities in North Lebanon, in the three Districts of El Batroun, Bcharré, El Koura.
4.Description of the contract
Supply of materials as part of the project funded by UNHCR “ Improvement of living condition for populations affected by Syrian unrest in Lebanon” intended for winterization kit for Syrian refugees households The supply contract is divided in three lots for wooden materials, plastic sheeting and hardware/tools.The tenderer can apply independently for each Lot or for the total of three Lots
5. Exclusion Clauses
The contracting authority will exclude from participation in the tender procedure candidates or tenderers falling into any of the following cases:
a) Bankruptcy or being wound up, having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters,
b) Conviction of an offence concerning their professional conduct by a judgement that equals a res judicata;
c) They have been guilty of serious professional misconduct proven by any means that the contracting authority can justify;
d) They have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract is to be performed;
e) Following another procurement procedure or grant award procedure, they have been declared to be in serious breach of contract for failure to comply with their contractual obligations. Candidates or tenderers must certify by any relevant means that they are not in one of the situations listed above.

15 (fifteen) days after the signature of the contract
7. Selection and award criteria
The selection criteria for this tender are as follow
- Price 70% (Seventy) for all lots
- Delivery time 30% (Thirty) for all lots
8. How to obtain the tender dossier
The tender dossier is available from COOPI office, Hadadi street, St. Rock Centre Batroun. Tenders must be submitted using the standard tender form included in the tender dossier, whose format and instructions must be strictly observed. 9. Deadline for submission of tenders
Date 11 April 2014 time: 10:00 am local time.
Opening session on 15 April 2014 at 10:00 am local time at the COOPI office in Hadadi Street, St. Rock Centre, Batroun.
Any tender received after this deadline will not be considered.
