TERMS OF REFERENCE RTP – BFZ – BEAT Project 1.0 PROGRAM Overview Acquired in 2017, the two-year BFZ entrepreneurship program will be implemented across Lebanon in the following areas: Mt. Lebanon/Beirut, North Lebanon (Tripoli), and Bekaa. PROJECT LOCATION(S) PROJECT TITLE PROJECT GOAL MENA (Lebanon) Bavarian Entrepreneurship and Advanced Training Project Reduction of migration through the promotion of entrepreneurship in three selected regions with refugee camps, including an active participation of Bavarian companies. Project implementation will commence in March 2017. 1.1 BEAT Project Result 1: Local entrepreneurship advisers were trained by the BEAT program. The most qualified for the job are selected for the three project regions and were contracted by the project. Interested non-governmental organizations and business associations are informed about the BEAT program and can use it for their own networks and the target group mentioned above. Indicator: 15 entrepreneurship advisers were trained until April 2017. The three most skilled ones are selected at the end of April and are ready to work in the project regions (1 entrepreneurship adviser in each area). Satisfaction of the advisers with training quality is min. 80%. Result 2: Companies from Bavaria support through their Corporate Responsibility the project with their expertise in terms of consultancy and exchange of experiences, as well as their personal contacts, enabling medium- and long-term economic relations between Bavaria and Lebanon / Syria. Indicator: By the end of the project phase 12/2018, at least 10 Bavarian companies have been engaged in consultancy assignments; especially from the sectors which are important for reconstruction. The satisfaction of the entrepreneurs with the support by the BEAT program is min. 75%. Result 3: Young Entrepreneurs in the three target regions took part in the consultancy of the BEAT program and started their own business in craft work or services. They are organized in focus groups to administrate their own revolving fund for micro-credits. Indicator: 500 entrepreneurs benefited from the services of the BEAT program until the end of the project 12/2018. A minimum of 20 focus groups are organized and able to administrate their own micro credit fund. The degree of satisfaction of the entrepreneurs concerning support for starting their own business through BEAT program is min. 75%. 2.0 Needs Assesment/mARKET sTUDY overview A baseline will be conducted in the following areas of Lebanon: Beirut/Mt. Lebanon, North Lebanon (Tripoli), Bekaa (North and West).This assessment will be the basis for selecting the entrepreneurship opportunities based on market demands both in Lebanon and abroad (specifically here the reconstruction in Syria). It would also aim to assess the current situation of entrepreneurs (perceived needs to advance their businesses, challenges faced in the market, needed skills/knowledge to improve their productivity, etc.) A desk review will be conducted to bring together all relevant literature related to the market needs for entrepreneurship. The assessment will look to involve Syrian and Host Community youth in the process through focus groups and other creative methodologies to better understand the realities of the target group. Prospective partners will also need to be interviewed for their input. The findings gathered through both processes will help inform the direction of the project through validated data that combines entrepreneurship needs with current market realities. 3.0 Objectives The primary objectives of the assessment/market study are as follows: To determine the entrepreneurship opportunities that are in demand and relevant for Syrian and Host Community entrepreneurship both in Lebanon and Syria. To give recommendations on the skills and topics needed to be given to entrepreneurs for them to improve their productivity, based on entrepreneurs interests and consultants’ assessment. The assess the current level of support and satisfaction of entrepreneurs with the services presented to them by other organizations and entities (gender perspective needed) 4.0 Methodology 4.1 Data collection: While a standard FGD questionnaire will be developed for this process, additional tools will be developed with RTP staff when it comes to the assessment with the entrepreneurs. Data collection will occur in April 2017. 4.2 Data collection tools: The overarching data collection toolkit will include tools listed below. Focus Group Discussions with entrepreneurs Interviews with partners, and major stakeholders Literature Review of opportunities and major recommendations from other organizations The consultant will be given the opportunity to review the overall methodology and tools. She/he will also be encouraged to propose revisions for greater efficiency, effectiveness, and innovation. 5.3 Secondary Data Collection: Secondary data will be collected from all participating sites and relevant entities, related to indicators of entrepreneurs’ needs but also market opportunities. This includes: - Official statistics and analysis documents - Studies published by local and international organizations - Reports from other organizations around initiatives in this sector, etc. 5.4 Consultants: The consultant will be hired to conduct the baseline in the above-mentioned areas. He/she will be given a thorough orientation on Right To Play methodology, measurement approach, and other information deemed essential for managing this project at a country level. The consultant will be responsible for managing, and will have overall responsibility for the data collection, analysis and reporting portion of this assessment. Activity Proposed Role of Consultant Planning Lead the country-level data collection planning; review and refine tool design and overall methodology as required. Training Lead comprehensive enumerator training on all data collection tools. Data Collection Lead the data collection process. Data Entry Oversee the data entry and conduct data cleaning where necessary. Data Cleaning and Validation, Analysis and Report Writing Prepare a draft and final report on the findings, inclusive of recommendations and lessons learned. The report will consist of, at minimum, an executive summary, an overview of the study (including the methodology, challenges and limitations, and successes), the findings, a discussion of key learnings from the findings, and the tools. Internal Review Lead process for review and interpretation of findings with internal stakeholders. The contract will only include the above stages. 5.0 key deliverables and timeline The anticipated number of days for this consultancy is 8 full days. The proposed schedule for the assessment is as follows: Submission of proposal: March 26, 2017 Decision to award contract: March 28, 2017 Preliminary calls/meeting with RTP: March 31, 2017 Completed Data Collection: April 25, 2017 deliverables deadline Detailed work plan and timeline for deliverables April 7, 2017 Final Study Design April 10, 2017 Revise data collection tools April 10, 2017 Completed data collection April 25, 2017 Completed report April 28, 2017 6.0 Proposed budget and payment schedule The overall allocated amount for the consultancy (including all costs related) should not exceed 7,000,000 LBP. First payment: After signing of contract agreement between Right To Play and Consultant (50%) Final payment: Submission of the final report approved by Right To Play (50%). Note that the budget submitted should represent what would be allocated to consultancy fees onlyand other aspects of the evaluation. The detailed evaluation budget will be reviewed and finalized by the successful applicant in consultation with Right To Play. 7.0 qualifications An organization/individual with at least 7 – 10 years of experience in the research, entrepreneurship and economic development field Experience leading mixed-methods evaluations, preferably including experience with children and youth Strong facilitation skills, particularly with regards to working with vulnerable groups Strong project management skills Demonstrated understanding and support of principles of gender, equity and inclusion Fluent spoken and written English and Arabic 8.0 proposal application submission Interested Individuals are requested to submit proposals including the following documents: Cover letter/expression of interest A complete profile of the organization/individual, highlighting previous experience in market research and entrepreneurship field CVs of any other key team members who will be the part of the team One writing sample, ideally study the organization/individual has lead authorship on Project management plan and budget The Proposal must be submitted no later than March 26, 2017 to Janine Ayoub, Program Manager, Right To Play Lebanon at: rtp.lebanon@righttoplay.com.
