Consultant :awareness Sessions Program For Teachers (Islamic Relief Lebanon)

Introduction “Islamic Relief believes that all children have a right to personal dignity and protection from abuse and it recognizes the special responsibility and duty of care it bears to create a safe environment for children within the projects and programs it manages and supports. The interests of child safety and protection should be paramount to any other interest which might compromise it”. In order to offer multidisciplinary protection awareness, Islamic Relief “IRL” will provide awareness sessions for teachers under the “Protect Syrian Children in Lebanon”project in both Mount and South Lebanon areas in public schools and educational centres. The intervention will be managed by IR team in cooperation with the schools/educational centres and the consultant. IRL seeks to contract a consultant to give the awareness sessions for teachers in the designated public schools and educational centres on topics related to non-violent conflict resolution, anger management, discipline and alternatives to punishment. Background and Problem Statement The influx of Syrian refugees to Lebanon legally and illegally made a prominent influence that the country witnessed on economy, demographics, political instability, and security.as known that the children constitute more 52% of the Syrian refugees. Nevertheless, children are seriously affected by this situation in terms of their mental, physical, or psychological state. The on-going conflict and displacement has a negative impact on their psychosocial wellbeing, development, education and health. The arduous and complex situation for children and caregivers in Lebanon has resulted in a context of violence and disruption that permeates all aspects of children’s lives, significantly compromising the protective environment of children and resulting in serious consequences for their wellbeing. Many Syrian children have witnessed serious traumatic events such as the death of family members, destruction of their homes, violence in the street, displacement, lack of access to school, health and other essential social services and protective support mechanisms. Through the “Protect Syrian Children in Lebanon” project, IRL will develop a psychosocial and educational support for vulnerable Syrian children and adolescents; those out of school, cases of neglect, orphans, and survivors of violence, living in sub-standard shelters, camps and gatherings. This would be achieved through delivering awareness sessions which aim to build the capacity of teachers on topics that will enhance their abilities to cope and support children with such conditions. Islamic Relief Worldwide- Lebanon office therefore seeks to obtain the services to develop relevant interactive awareness sessions modules and assist IRL core activities of this project in developing and implementing awareness sessions for teachers. Objectives of the awareness sessions IRL seeks to contract a qualified consultant to provide 18 awareness sessions to at least 50 children teachers from at least 6 educational centres to equip them with the required knowledge on how to deal with children by a series of awareness sessions on topics such as non-violent conflict resolution, anger management, discipline and alternatives to punishment. 3-1 Responsibilities The consultant will provide 18 awareness sessions and advice the teachers, on the strategic direction of the sessions’ themes based on their specific needs assessment of psychosocial knowledge and experience, either in NGOs where educational classes exits or in centers/schools on children behavior and how to deal with them which aims to provide children with quality educational support and services to promote all aspects of their development Thus delivering the following: Overall awareness sessions themes plan, content & justification of the methodology Detailed Agenda for each awareness sessions topic Awareness sessions modules Techniques that will be used “Power point presentations, flipcharts, videos, forms, exercise, etc…” The consultant will also complete and submit 1 report for the 3 different themed sessions during the project to emphasize the practical implementation of all topics that has been discussed in the awareness sessions. 3-1-1 Capacity building The consultant will provide 3 different themed awareness sessions to at least 50 teachers. He/she will also advise them on how to empower their instructional and pedagogical work and on how to deal with traumatized cases and sensitive issues related to mental health and displacement, wars and emergencies. 3-1-2 Report and Formulation of Recommendations Following the review of the first set of deliverables to IRL and based on the satisfactory delivery, the consultant will provide a final Awareness report in English with recommendations. 3-2 Awareness outlines titles: The consultant will be committed to deliver the following awareness sessions and the related materials (in Arabic) for following the topics: Awareness Sessions Topic Awareness Sessions 1. Constructive Discipline: Encouragement & Praise 6 sessions 3-3 Awareness Geographical Areas: Area Place/ Center Mount Lebanon - Mghayriyeh Mghayriyeh Governmental School Mount Lebanon - Shheem Ahmad Belbol Governmental School Mount Lebanon - Dalhoun Dalhoun Governmental School Mount Lebanon - Anout Anout Governmental School South Lebanon - Saida Saidoun School South Lebanon - Saida Ein El Helwi Governmental School Requirements: The consultant shall be qualified to apply for the mentioned awareness topics: University degree in Psychology, Sociology or Education with experience in mental health and displacement At least 5 years of work experience in humanitarian Field Cross-cultural working experience in the field of Education desired; Experience in Human Resources and Capacity Building is desirable. Languages: Proficiency in English for reporting purposes and Arabic to conduct the awareness sessions. Competencies: The consultant will be evaluated against the following criteria: timeliness of the deliverables, clarity of presentations, responsibility, initiative and communication: Strong interpersonal and communication skills in a multi-cultural setting; Flexibility; Team player; Ability to work effectively with minimal supervision; Good analytical skills; Ability to complete tasks within a set time frame; Strong work ethics and commitment to humanitarian issues Proposal Submission and Evaluation The evaluation of Technical Proposals will be according to following criteria. Introduction (including the consultant’s understanding of the required assignment) Qualifications and relevant experience of the consultant. Proposed approach and methodology for conducting the assignment with preliminary time schedule which is during March and April within 4 days/week from Monday till Thursday Completeness and clarity of the proposal 6-1 Submission and Evaluation of Financial Proposal The financial proposal shall show all the direct costs related to the awareness sessions duration, while other operational costs such as transportation, communications, etc. can be implicitly included. The first envelope must be marked “TECHNICAL PROPOSAL” and shall contain one original hard copy of the technical proposal. The second envelope must be marked “FINANCIAL PROPOSAL” and shall contain one original hard copy of the financial proposal. All offers shall be signed. No financial information shall be contained in the Technical Proposal otherwise the offer will be cancelled and excluded from the evaluation process. The consultant shall not be entitled to compensation related to costs of preparing the proposals.
