Consultancy: Comic Artist / Animated Video Producer

Terms of Reference Comic Artist 1. Programme Background Oxfam has been working in the Middle East and North Africa (MENA) region for over five decades. Over the past four decades it has been promoting gender equality and supporting women’s right to participate and be represented in governance and decision-making structures and processes. Oxfam’s Regional Gender Justice Programme (RGJP) was established in 2009 to promote gender equality in the Middle East and North Africa region. The RGJP aims at supporting women, in particular poor women, to realize and voice their rights, enjoy a life free from violence with mechanisms for social and legal protection, and become equal contributors in the development of their respective communities, hence breaking the cycle of violence and exclusion. In its work, the RGJP links direct assistance to poor women with national, regional and global advocacy and campaigning work. Advocacy work at the RGJP is informed by research. The RGJP has 39 partners in the region (regional and based in Lebanon, Iraq, Morocco, Occupied Palestinian Territories, Jordan, Tunisia, Yemen and Egypt) The RGJP programming and advocacy work focuses on the following five thematic areas: Women, Peace, and Security, Transformative Leadership and Women’s political participation Women’s Economic Empowerment Women’s Access to Justice Eliminating all forms of violence against women and girls (EVAWG) Under the WPS pillar, Oxfam, funded by UK Foreign Commonwealth Organization (FCO), is implementing a project to empower women to lead and become a driving change in conflict and fragile settings. The project is focusing on supporting participation of women in decision-making, prevention of VAWG, and building national capacities; in line with the FCO’s objectives to increase equality and non-discrimination, strengthen human rights mechanisms, and uphold universal rights in conflict. As part of this project, Oxfam intends to develop a short and engaging animated video on the UN Security Council resolution related to Women, Peace, and Security (UNSCR1325). Purpose of the job: The Regional Gender Justice Programme is looking for a Comic Artist (experienced in animations/animation videos and motion graphics) to produce one animation video between February – March 2017. The video content will address the following in fun and creative way: What is UNSCR 1325? Elaborate on UNSCR1325 components What UNSCR 1325 is not? 2. Tasks Under the direct supervision of RGJP Influencing Team, the Consultancy firm or individual will be required to; The consultant will develop a concept and storyboard Based on the transcript provided by Oxfam Develop comic characters and drawings for the animated video including background sound and share them with Oxfam for comments and approval in the style Present a draft of animated video to Oxfam for comments and feedback (two rounds of comments). Ensure audio and music are legally permitted to be used in this project (whether royalty free or copyrighted). Produce two High Definition version for the animation, one on DVD copy and the second in web version (for YouTube and Facebook) Responsible for hiring and coordinating with any 3rd party consultants (eg. graphic designer, illustrator, voice talents, voice recording studio, animator, translator, transcriber, timecoder.. etc) ensuring the harmony and quality of work Provide at least three voice talents for voice over and share them with Oxfam for selection 3. Timeline: Deliverables Dates Develop the animated video concept note and storyboard 23th February 2017 First Draft of animated video 6th March Produce two High Definition versions for the animation video, one on DVD copy and the second in web version (for YouTube and Facebook) 29th March 4. Outputs Expected outputs include: Approved storyboard in soft copy (or hard copy by agreement) for the animated video; A draft version of the videos, providing access to the raw videos if required Finalized 3- 5 minutes animation video in Arabic with English subtitles as per High Definition animation video standards (file format to be recommended by the consultancy) following detail: One master copy of the 5 minutes animation video in DVD with appropriate subtitling. One Web version copy of the animation with the subtitling meeting YouTube’s and Facebook’s specifications for video files upload (720 p). 5. Copyrights The video animation will be copyrighted to Oxfam and any violation of copyright law will be pursued appropriately. 7. Required Experience (firms/team members/individuals) - BA/MA Relevant Degree (eg: visual arts, graphic design, animation) - Significant years of experience working in animation and motion graphics (minimum five). - Demonstrated Experience in comic art production for publication. - Excellent technical capacities and skills (state of art graphic designs equipment preferably High Definition) to ensure smooth and high quality production. - Additional experience in development communication will be an added advantage. 8. Language Requirements: - Team members to have fluency in Arabic and English 9. Desirable skills: - Extensive experience in producing development work related graphics and animations for international organizations with the aim of reaching both local and international audiences. - Previous experience of working with Oxfam, NGOs and INGOs. - Ability to work in close coordination with other team members. 8. Reporting lines /coordination The coordination will be directly with RGJP’s FCO Project Coordinator. 9. Financial proposal - Daily rate of all consultants personnel - Tax included 7.6% for non-registered consultants - Any other costs summarized by category ( e.g. translation, audio, etc..)
