Improved Networks, Training and Jobs (INTAJ) in Lebanon Call for Applications Small and Medium Enterprise (SME) Support Issuance Date: November 9, 2015 Closing Date: March 30, 2016 Submit Applications to: INTAJ SME Support Team Bee Center, 9th Floor Alfred Naccache Str. near Hotel Dieu De France Hospital Email: intaj@lb.mercycorps.org Office Phone: +961.1.425466/7/8 Introduction With funding from the UK’s Department for International Development (DFID), Mercy Corps (MC) is implementing INTAJ in Lebanon to support vulnerable communities in addressing their economic needs. INTAJ intends to improve stability and resiliency in the Beqaa and the North governorates through reduced unemployment, and increased income for individuals and businesses. ­­­­­­­ At the business level, Mercy Corps will support around 20 small and medium enterprises (SMEs) with a mix of specialized technical assistance and grants. This business support package will cover such areas as management, finance, internal operations and marketing as well as more specialized expertise based on specific company requirements. INTAJ intends to minimize risks and encourage more sustainable jobs growth. Mercy Corps is issuing this Call for Applications to generate competition for expected awards and contracts. Private sector firms, trade associations, individuals and others are encouraged to apply. INTAJ will accept applications from November 9th, 2015 until March 30, 2016. Evaluation Criteria All applicants must be registered with the Ministry of Finance and include their registration number in their application. INTAJ will use the following criteria to assess applicants: Clear articulation of plan for increased hiring, improved production and/or competitiveness Clear articulation of timeframe required Level of skill and experience of management in the relevant field Clear articulation of existing business model (costs of production, supply chains, product differentiation, target markets) and existing constraints or other challenges Clear articulation of existing working conditions, including composition and skill level of work force, and relevant training and recruitment practices. Market or sector wide risks facing the business, including consideration of sales trends, competition, price volatility or geographic risks Willingness to cooperate and share of information with INTAJ Commitment of business owner and openness to implement recommended management and production practices Applications should explicitly note any key assumptions and risks Clear articulation of any activities with positive social or environmental impact Application Format All applications must be submitted to intaj@lb.mercycorps.org. Applications should not exceed 8 A4 pages of size 10 font, but must address each of the evaluation criteria listed above. The application should clearly indicate the applicant’s name, status (private employer, individual, etc.), and address/contact information. INTAJ will review applications on a rolling basis, so applicants are encouraged to submit applications at any time. Target response time will be one week from the date of submission. Interested applicants may request further program details, as well as inquire into the terms and conditions of this Call by sending an email to: intaj@lb.mercycorps.org. Selection Process After ensuring that applicants meet the eligibility requirements, a technical review committee will score each application per criterion (see evaluation matrix). Only those applications that achieve a minimal acceptable score of 3.25(average across all 10 criteria) will be contacted by INTAJ to carry out a field visit to verify information submitted in the application. Final selection is contingent on successful completion of this field visit. INTAJ may solicit feedback from external experts and may follow up with additional questions. At any stage, INTAJ reserves the right to pose clarifying questions and conduct discussions with some, all, or none of the applicants. Other applicants do not need to contact INTAJ. Mercy Corps reserves the right to fund any or none of the applications submitted. Mercy Corps may choose to incrementally fund selected application(s). Mercy Corps will not fund applications which, in its view, will result in duplicative or redundant activities. INTAJ anticipates making up to 20 awards to separate applicants, but the number of awards and amount of available funding is subject to change and Mercy Corps reserves the right to make no awards. Evaluation Matrix INTAJ will use the following scoring methodology to assess each application: Rating Score Description Excellent 5 Exceeds expectations with exceptional merit that will likely result in effective and efficient performance. No significant deficiencies. Very Good 4 Meets all minimum requirements. All deliverables can be successfully completed in a timely, efficient, and economical manner. Good 3 Meets requirements with some significant deficiencies. Still represent a manageable performance risk. Fair 2 Minimally meets basic requirements. Demonstrates a limited understanding that would likely lead to unsatisfactory performance. Poor 1 Many deficiencies and/or gross omissions, including failure to address key elements or to provide a reasonable approach. Nonresponsive 0 Fails to address all elements of the criteria; fails to understand the work necessary to perform the required tasks. برنامج تحسين الشبكات والتدريب والوظائف في لبنان (إنتاج) دعوة إلى تقديم الطلبات دعم المؤسسات الصغيرة ومتوسطة الحجم تاريخ بدء تقديم الطلبات: 9 تشرين الثاني/نوفمبر 2015 تاريخ انتهاء تقديم الطلبات: 30 آذار/مارس 2016 تُقدَّم الطلبات إلى: فريق دعم مشروع المؤسسات الصغيرة ومتوسطة الحجم لدى إنتاج مركز بي، الطابق التاسع، شارع ألفرد نقاش، جنب مستشفى أوتيل ديو دو فرانس البريد الالكتروني: intaj@lb.mercycorps.org رقم الهاتف في المكتب: +961.1.425466/7/8 مقدمة: بتمويلٍ من وزارة التنمية الدوليّة البريطانيّة DFID، تعمل منظمة مرسي كور Mercy Corps على إعداد مشروع إنتاج الذي يرميإلىدعم المجتمعات المحليّة في محافظتي البقاع والشمال ومعالجة حاجاتهما الاقتصاديّة. يهدف المشروع إلى تعزيز الاستقرار في محافظتي البقاع والشمال من خلال الحدّ من البطالة وزيادة دخل الأفراد والمؤسسات. على صعيد المؤسسات، ستوفِّر مرسي كور الدعم لحوالى 20 مؤسسة صغيرة ومتوسطة الحجم من خلال توفير المساعدة التقنيّة والمنح. ستشمل رزمة دعم المؤسسات مجالات مثل الإدارة والمال والعمليّات الداخليّة والتسويق ناهيك عن خبرة متخصصة مبنيّة على مقتضيات خاصة بالشركة. يرميإنتاجإلى الحدّ من المخاطر والتشجيع على ولادة وظائف أكثر استدامةً. تُصدر مرسي كور هذه الدعوة إلى تقديم الطلبات حرصاً منها على المنافسة في نيل المنح والعقود. والدعوة مفتوحة أمام شركات القطاع الخاص والنقابات والأفراد وسواهم. يفتح إنتاج باب تقديم الطلبات بين 9 تشرين الثاني/نوفمبر 2015 و30 آذار/مارس 2016. معيار التقييم يجب أن يكون جميع أصحاب الطلبات مسجلين لدى وزارة المالية وأن يوردوا رقم تسجيل الشركة في الطلب. يُقيِّم إنتاجالمشاركين بالاستناد إلى المعايير في ما يلي: وضع خطّة واضحة حول تعزيز فرص التوظيف وتنحسين الإنتاج و/أو التنافسيّة وضع إطار زمني واضح لتطبيق المشروع مستوى المهارة والخبرة الإداريّة في المجال ذات الصلة وضع نموذج واضح لمشاريع العمل الحاليّة (كلفة الإنتاج، حلقات التوريد، تمايز المنتج، الأسواق المستهدفة) والعقبات الحاليّة أو سائر التحديات توضيح ظروف العمل الحاليّة بما في ذلك تركيبة قوى العمل ودرجة المهارة وممارسات التدريب والتوظيف ذات الصلة المخاطر على مستوى السوق أو القطاع التي يواجهها مشروع العمل بما في ذلك اتجاهات البيع والمنافسة وتقلّب الأسعار أو المخاطر الجغرافيّة القدرة على التعاون وتشارك المعلومات مع إنتاج التزام اصحاب المؤسسات والانفتاح في تطبيق ممارسات الإنتاج والإدارة الموصى بها يجب أن تُبيِّن الطلبات بوضوح أي افتراضات أو مخاطر أساسيّة تحديد النشاطات التي تأثر ترتدي تأثيراً اجابياً على البيئة والمجتمع شكل الطلب تُقدَّم جميع الطلبات على العنوان intaj@lb.mercycorps.org. يجب أن لا يتجاوز حجم الطلبات 8 صفحات من حجم A4 كُتب عليها بخطّ حجم 10 على أن تُعالج كلاً من معايير التقييم الواردة أعلاه. يجب أن يُشير الطلب بوضوح إلى اسم صاحب الطلب وصفته (صاحب عمل في القطاع الخاص، فرد، الخ) ناهيك عن العنوان/أرقام الهاتف. سيُراجع إنتاج الطلبات بصورة مستمرّة والمشاركون مدعوون بالتالي إلى تقديم الطلبات في أي وقت. من المتوقع تلقّي الإجابة ضمن مهلة أسبوع من تاريخ تقديم الطلب. يُمكن لأصحاب الطلبات طلب مزيدٍ من التفاصيل بشأن البرنامج والنظر في الشروط والظروف التي ترعى هذه الدعوة من خلال إرسال بريد الكتروني إلى الموقع: intaj@lb.mercycorps.org . عمليّة الاختيار بعد الحرص على استيفاء مقدمي الطلبات شروط الأهليّة، ستضع لجنة مراجعة فنيّة العلامات لكلّ طلب بحسب المعيار المُشار إليه في جدول التقييم أدناه. ولن يتصل إنتاج سوى بأصحاب الطلبات الذين يستوفون علامة مقبولة تصل إلى 3.25 (عبر مجموع المعايير العشر) لإجراء زيارة ميدانية للتحقق من صحة المعلومات الواردة في الطلبات. القبول النهائي مشروط بنجاح الزيارة الميدانية. يُمكن أن يطلب إنتاج معلومات مرتجعة من خبراء خارجيين وأن يوجِّه أسئلة إضافيّة. يحتفظ إنتاج في أي وقت بالحقّ في طلب معلومات إيضاحيّة وعقد مداولات مع بعض أصحاب الطلبات، أو جميعهم أو أيّاً منهم. لا يحتاج سائر أصحاب الطلبات الاتصال بإنتاج. تحتفظ مرسي كور بالحقّ في تمويل طلبٍ واحدٍ أو الامتناع عن تمويل إيٍّ منها. وقد تختار مرسي كور زيادة تمويل الطلب أو الطلبات التي وقع عليها الاختيار. لن تموِّل مرسي كور الطلبات التي تفضي برأيها إلى ازدواجيّة أو تكرار في النشاطات المدعومة. يتوقع إنتاج تقديم 20 هبة لأصحاب الطلبات ولكنّ عدد الهبات وحجم التمويل قابل للتغيير وتحتفظ مرسي كور بالحقّ في الامتناع عن إعطاء المنح. جدول التقييم سيتبع برنامج إنتاج المنهجيّة أدناه في وضع العلامات وتقييم كلّ طلب: التصنيف العلامة الوصف ممتاز 5 يتخطّى التوقعات وله ميزات استثنائيّة من شأنها أن تؤدي إلى أداءٍ فاعلٍ وفعّال. ليس فيه أي نقص. جيّد جداً 4 يستوفي جميع مقتضيات الحدّ الأدنى. يُمكن تحقيق جميع الأهداف في الموعد المحدد وبطريقة فعّالة واقتصاديّة. جيّد 3 يستوفي المقتضيات مع وجود بعض مواطن النقص. يمثِّل خطر أداء قابلٍ للإدارة. متوسط 2 يستوفي الحدّ الأدنى من المقتضيات. يعكس فهماً محدوداً يُمكن أن يؤدّي إلى أداءٍ غير مرضٍ. سيء 1 فيه العديد من الشوائب و/أو النواقص ولا يستوفي العناصر الأساسيّة أو يُتيح مقاربة منطقيّة. لا يستوفي الشروط 0 لا يستوفي أي من عناصر المعيار أو لا يفهم مقتضيات العمل الضروريّة لأداء الوظائف الأساسيّة.
