Islamic Relief Worldwide-Lebanon Office : Electro Mechanical Consultant For The Project Of Wash Support For Syrian Refugees

Introduction Islamic Relief believes that everyone has the right to have a good quality of drinkable water. For that Islamic relief seeks to develop projects in stricken places in order to enhance the mode of life and creating a safe environment for the host community and refugees in these places. Islamic relief Lebanon (IRL) accommodate to improve the quality and quantity of water in Mount Lebanon by establishing water well and a treatment station. Then IRL will implement water tanks in 10 villages in Mount Lebanon to secure free and clean drinkable water for the greatest possible number of individuals of all nationalities. IRL seeks to contract an Electro Mechanical engineer consultant (firm or individual) who will provide advice on the tender and also oversees the site during the installation of the treatment plant to ensure the quality and validity of equipment and its compatibility with the tender terms. Background and Problem Statement The Lebanese government estimates that since fighting in Syria in March 2011, 1.2 million Syrian refugees have arrived in Lebanon, which itself only has an official population of just four million. With those, there are about 3.3 million people in need of clean water from refugees and vulnerable Lebanese, yet only 2.9 million people are targeted. Lebanon is in a relatively fortunate hydrological position. It is estimated from the official maps that the yearly precipitation results in an average yearly flow of 8,600 million cubic meters, giving rise to 40 major streams and rivers (including 17 perennial rivers) and more than 2,000 springs. Despite this seemingly abundant resource, Lebanon is poised to experience a water deficit within 10-15 years, unless sound and radical water management policies are developed and implemented. Water is one of Lebanon’s most precious resources. Unfortunately, while significant investments are made to tap water resources, very little is done to preserve it. Human activities exert strong pressures on both the quantity (water abstraction) and quality (water pollution) of water resources. The current unrest in Syria has so far forced more than 22,460 families to flee to the villages in Mount Lebanon, where these villages are suffering from the shortage of drinking water throughout the year in general, and especially in the summer. WASH Sector Working Group considers that water scarcity is a hot topic mainly due to the fact that the winter season was dry and Lebanon is facing increased water demand due to presence of refugees. The priorities of WASH strategy for 2014 were: • Meeting critical and life-saving needs with short-term emergency interventions; • Improving sustainability and cost-effectiveness through the adoption of longer-term solutions which add value to and extend existing service provision; and • Ensuring the ability to respond rapidly and adequately to significant changes in needs such as those arising from a mass influx of refugees or disease outbreak through continued preparedness activities. Project Framework Project Aim: Alleviate the need of drinkable water in Lebanon. Project Goal: Enhancing the services of drinking water delivered to the Syrian refugees as well as Lebanese host community in Mount Lebanon. Project Objective: Increase the water accessibility and area of coverage. Improve the water quality delivered. Increase the awareness of the beneficiary for the important of the water. The target groups: Estimated 36,750 Syrians and 4,850 host community “Lebanese” Time frame and location: The duration of project is 10 months, starting from December 2014. The implementation duration is 4 months, starting from April 2015. Implementation of the project The project is divided into: Cleaning and rehabilitation of water well Establishing the civil work (treatment station room, control room, tanker parking, generator room) Establishing the treatment station Providing the generator Service’s Details Goal and Objectives IRL seeks to contract qualified Electro Mechanical engineer (Firm or Individual) to provide consultancy service for tendering stage and implementation stage in Mount Lebanon. The main goal of the service is to: Review the tender prepared by Islamic Relief before it is launched for contractors. Supervision (Part Time) on the rehabilitation of the well rehabilitation and the installation of the treatment station. The objectives of the service are: Make sure that the tender is well prepared and contains appropriate conditions to achieve the project activities and outputs. Supervision on the quality of the equipment being installed at the site and the methods of installation. Minimum Requirements Electro Mechanical Engineer Individual or firm can apply At least 10 years of experience in pumps and treatment stations Excellent in English language is preferable Master degree in Engineering is preferable Evaluation The evaluation of applicants and selection will be made using the Quality and Cost Based Selection, with a total score calculated out of 100%, of which 60% is the weight of the Technical qualification (company profile / CVs) and 40% is the weight of financial offer. The consultant with the highest total score (sum of technical and financial scores) will be considered as the winner of the consultancy assignment and will be invited for contract negotiations and ultimately to sign the Contract. The Technical and Financial offers of the successful bidder and negotiation minutes will become part of the Contract on March 2015. Submission and Evaluation of Financial Offer Only the applicants, who receive 30 points or more in the technical score, will be considered in the evaluation of the financial offers. The financial offers shall show all the direct costs related to the implementation of the assignment, while other operational costs can be implicitly included. No financial information shall be contained in the Technical qualified documents otherwise the offer will be cancelled and excluded from the evaluation process.
