Opinion Poll of PACE Impact on Citizen’s Perceptions and Attitudes DEADLINE: Monday April, 7th 2014 DESCRIPTION INTRODUCTION & GENERAL BACKGROUND Management Systems International (MSI), an international development consulting firm with a wide range of expertise and experience, has worked in more than 100 countries around the world promoting sustainable economic development, reducing human suffering through assistance after natural and man-made disasters, and working alongside decision makers as they undergo the transition to democracy and market-based economies. MSI is implementing the three-year Promoting Active Citizen Engagement (PACE) program funded by the United States Agency for International Development (USAID). The PACE program aims at building the capacity of Lebanese civil society organizations (CSOs) to act as catalysts for change through civic advocacy and participation that contributes to a cohesive national identity while preserving Lebanon’s social and political pluralism. MSI seeks a professional research firm to conduct a field study in 7 geographic areas in Lebanon. Through this field study, MSI seeks to measure the impact resulting from PACE progress toward achieving its Strategic Objective. The objectives of the requested study are to: Measure the occurring change by comparing current to baseline data (2013 survey) in the targeted areas at the level of local citizens’ knowledge, perceptions, and attitudes toward pre-selected policy themes, as well as perceptions and attitudes toward civic participation Measure the occurring change in the extent to which citizens feel CSOs represent their interests and the extent to which they feel they can make a difference in their community. The current proposed study is an opportunity to compare current results of the desired PACE impact with the ones obtained from two previous public opinion surveys.
